Resumo: O interesse global nas práticas de engajamento dos emigrantes em diáspora tem crescido um pouco por todo o mundo. São disso exemplo as políticas ligadas ao retorno de emigrantes qualificados, à promoção de brain gain, ou destinadas a estimular a formação de redes de diáspora. Através de políticas públicas e de uma estratégia de comunicação eficaz poderia ser possível, pelo menos do ponto de vista do país de origem, reverter o sentimento de perda sociológica que representa a emigração de uma parte da sociedade nacional. Baseado num mapeamento global do movimento associativo português, o artigo encontra-se estruturado em duas partes. Na primeira parte, discutem-se as perspetivas teóricas que têm analisado as políticas e as práticas de vinculação dos migrantes aos seus países de origem. Na segunda, partindo da análise da recente emigração portuguesa, analisam-se, através de uma proposta de tipologia, as atuais formas organizativas dos portugueses no exterior.

This article compares immigrant and ethnic organizations in four major immigrant-receiving cities and reveals substantial variation across these immigrant gateway cities. Using data from ethnographic fieldwork and an original database of relevant organizations in New York City; El Paso, Texas; Paris; and Barcelona, I find differences in organizational type and density, as well as in their legitimacy and funding. This article contributes to a growing literature on immigrant organizations. Although immigrant organizations have a long history in some cities, they may not always operate in ways that enhance refugee and migrant integration. Comparing immigrant organizations is fruitful because it tells us more about city and national political systems and why distinct localities deal with cultural minorities differently. These comparisons can help the readers to understand the barriers and ladders that immigrants encounter in different cities and inform policy-makers in designing better approaches to incorporate immigrants.

The author analyses the presence of Lebanese organizations on the Web and shows the transnational links between associations from different countries, starting from a case study that includes France and Canada. The nature and density of these connections are partly attributable to the importance of linguistic, religious and/or political factors. The graphs indicate that, while there is a real attempt to transcend the divisions in the diaspora cyberspace, the fragmentation of collective dynamics remains important. The most important alliances revolve around a few individual portals and some institutional websites. However, the weakness of the Lebanese government does not allow its institutions to play a unifying role for the Lebanese diaspora. In fact, economic initiatives are more active than political ones. The connections between websites claiming to be apolitical show the persistence of selective alliances, which reflect the usual Christian/Muslim divide. Transnationality is thereby limited, and the Lebanese Canadian and French organizations are interconnected only through portals that are not representative of the grassroots community dynamics.
