This article sets out an alternative approach to the assessment and regulation of technology and innovation, situated in and aiming at degrowth and building on an idea first put forward in the late 1970s by Langdon Winner called "methodological Luddism". Methodological Luddism does not have the original meaning of destroying machines, nor does it reflect a prejudiced attitude or a negative view of technology. As outlined in this article, it sets out to overcome the presumption that technology is valueneutral and to lower the inflated expectations with which it is generally associated. Technology and forms of life are mutually interdependent, and this implies examining the constructive possibilities for withdrawing from some technologies and adopting others, while ensuring that their role is limited to means designed to achieve certain predefined ends. The article draws on the work of Hans Jonas and Albert Borgmann, authors yet to be acknowledged by the degrowth literature. Jonas' principle of responsibility is a response to the excessive prowess of modern technologies, while Borgmann suggests a reform of technology through focal things and practices. Building on these concepts, methodological Luddism advocates reassessing and reorienting technologies so that informed decisions may be taken as to how they should be designed and developed as means to socially equitable and ecologically sustainable ends. In this way the technological sphere may become an important ally in the transformative change in society which is required to fulfil the axiological parameters of degrowth.

ResumoA tecnologia, sobretudo a de informação e comunicação, é uma variável central da propaganda moderna. Fazer propaganda implica ter à disposição meios poderosos de difusão de mensagens, possibilidade garantida pela técnica atual. Esta relação pode desenhar-se sob uma segunda forma: a tecnologia como conteúdo propagado. Pretende-se analisar esta vertente, mas articulando-a com a disposição material da tecnologia no quotidiano enquanto modo também ele propagandístico de a apresentar. Para o efeito, articulam-se os conceitos de "propaganda", em Jacques Ellul, e de "retórica", em Michel Meyer. Em Ellul, a propaganda é uma prá-tica totalizante; em Meyer, a retórica é interrogatividade, aspeto por vezes ausente, facto associado a ações de propaganda. Julga-se que a tecnologia hoje apresenta-se como total e pouco interrogada. Para o evidenciar, indicam-se um conjunto de casos e dados que mostram a existência desta retórica contundente na comunicação da tecnologia (designada de "pano de boca") e na vivência dos artefactos técnicos como bens de consumo e pragmática do quotidiano (referida como "pano de fundo"). Em suma, elabora-se uma análise ao estado da discussão sobre o desenvolvimento técnico, verificando a sua fraqueza e sublinhando as implicações éticas e políticas.Palavras-chave: tecnologia; propaganda; comunicação; retórica. AbstractTechnology, especially information and communication technologies, is a central variable in modern propaganda. Propaganda implies someone having powerful means of spreading a message, a possibility guaranteed by technique. This relationship can be drawn under a second form: technology as propagated content. The aim of this paper is to analyze this aspect, but articulating it with the material disposition of technology in everyday life as an also propagandistic way of presenting it. To this end, the concepts of "propaganda"by Jacques Ellul and "rhetoric"by Michel Meyer are articulated. In Ellul, propaganda is a totalizing practice; in Meyer, rhetoric is about questioning, an aspect sometimes absent of media -a fact associated with propaganda. It is believed that technology today presents itself as a totalization and with lack of questioning about its orientation. To demonstrate this, a set of cases and data are shown that identify the existence of a rhetoric of contundency in the communication of tech-Data de submissão: 2018-03-29. ResumenLa noción de clase creativa y su interpretación de la creatividad, elaboradas por Richard Florida (2002), han abierto una importante vía de investigación y controversia en el panorama sociológico internacional. En este artículo aplicamos sus mediciones al caso de España calculando los tres indicadores que construyen la creatividad (tecnología, talento y tolerancia), cada uno de los cuales está compuesto de tres subíndices. Los datos que ofrecemos están desagregados por comunidades autónomas y provincias. PalabRas ClaveTalento; Tecnología; Tolerancia. abstRaCtThe notion of the Creative Class and its interpretation of creativity, developed by Richard Florida (2002), have opened an important avenue of research and controversy in the international sociological scene. In this paper, we apply Florida's measurements to the case of Spain by measuring the three indicators that build creativity (technology, talent and tolerance), each of which is also composed of three sub-indicators. The data are disaggregated by regions and provinces.
