There are important relationships between the urban sprawl process and economic growth. They are usually expressed through spatial relations and changes taking place in the local, regional and national economy. The temporal and spatial dimension, including dispersed location, are the determinants of development and economic growth. Therefore, the urban sprawl phenomenon and the related location, hypothetically conditioning economic growth, should be subject to macroeconomic research. The article examines how urban sprawl affects the national budget and national economic growth. Unlike many studies where urban sprawl is studied by scattering the population around cities, we undertake more complex examination using buildings’ location. Urban sprawl, as we understand it, is a spontaneous spread of buildings around cities. To assess the spontaneity, we use a grid of squares with a side of 500 m. The squares are used to calculate the morphological indicators of urban sprawl. Therefore, quantified urban sprawl is one side of the equation; on the other side are macroeconomic variables. In this way, we examine the relationship between urban sprawl and the national budget and economic growth of Poland. The conclusions obtained are, e.g., urban sprawl does not have a negative effect on the national economy and the budget. This is a different conclusion from those thus far. There are also different conclusions on the regional level. Based on the research results, we formulate recommendations for national economic policy and spatial policy.

Purpose: The aim of research is to identify major differences between externality effects and spillover effects. It discusses selected spillover effects in spatial planning and it attempts to identify interdependencies between implemented spatial management and the resulting spillover effects. Design/Methodology/Approach: The identification and assessment of endogenous relationships in implemented spatial policies as part of a specific spatial economy and spatial management is not an easy task. The assessment was made based on a review and an analysis of available literature. In issuing own opinions, scientific research in which the author of the text actively participated, was also important. Findings: Who causes negative externalities is obliged to compensate for the losses suffered by those injured. It may be financial satisfaction, investment in infrastructure, investment into the investment fund, etc. Those who generate effects should strive to eliminate them, e.g., by changing the form of land use or organizing production-which may also be subject to government compensation. Practical Implications: The paper presents major differences between externalities and spatial spillover in the context of space management and spatial economy. The distinction may be required to determine the prices and benefits of spatial economy. Originality/Value: The proposed spatial spillover effects are the core of external effects generated by spatial planning. The author answers the question about the sources of external effects in spatial planning. What or who causes external effects? In addition, it is worth asking a research question to what extent it is possible to scientifically analyse the spatial spillover effect and whether it is possible to indicate all external effects generated by spatial planning at all.

Microeconomic Consequences of Urban Sprawl: A Quasi-Experimental Research on Household Budgets in Poland

Purpose: The article focuses on the microeconomic aspects of urban sprawl. The aim of the article is to propose a method of analyzing household budgets in terms of identifying gains and losses in urban sprawl. The hypothesis is that urban sprawl has a beneficial effect on the financial condition of households causing the phenomenon. Design/Methodology/Approach: The research proposed a quasi-experimental approach distinguishing three stages: (1) Identification of a sample of households causing urban sprawl through questionnaire research. The questionnaire, based on PAPI method, was conducted by professionals. (2) In the databases purchased, identification of households like the sample. The financial databases of households were purchased from Central Statistical Office, Poland. Methods used: T-Test and the Gamma coefficient. (3) Comparison of identified households in the databases to the control group. The Standardized Mean Difference method and the basic income burden ratio were used. Findings: The study do not confirm the hypothesis. The net costs and benefits balance shown a significant dominance of costs, i.e., 2 categories of benefits were identified, leisure and education. 16 costs were also identified, including 5 moderate, 7 large, 4 very large. Practical Implications: Research findings can provide economic and social justification for public intervention in the field of urban sprawl. Research results can also form the basis for a system for monitoring the socioeconomic consequences of urban sprawl. Originality/Value: The conducted research does not confirm literature, as the daily operations costs are lower in rural areas than in the city center. On the contrary, it has been proven that the costs of day-today operation of an urban sprawl household are associated with large financial losses, especially connected to the house maintenance (sewage, heating, water, electricity, waste disposal, property repairing).
