The article frames current practices of French laïcité in terms of spatial governmentality. It builds upon this notion to explore spatialised representations of religion and secularism in ‘hijab stories’ (narratives of the self that focus on the daily experiences of women who wear a hijab). The analysis of Fatimata Diallo’s Sous mon voile and Nargesse Bibimoune’s Confidence à mon voile reveals an ever-expansive reach of an exclusionary reading of laïcité. This phenomenon has severely restricted the spatial practice of hijabi women in French society favouring adaptive strategies that include the creation of counter-spaces of subjectivation and self-expression.

Eleştirel Güvenlik Çalışmaları yazarları açısından güvenliğin nasıl tanımlandığı ve çalışıldığı, akademisyenler, politikacılar, bürokratlar, güvenlik personeli gibi aktörlerin yanısıra, hatta onlardan önce, sorunun çözümü veya çözümsüzlüğünden doğrudan etkilenecek olan birey ve gruplar için kritik öneme sahiptir. Belli söylemlerin nasıl belli sujeler inşa ettiğini ve bu sujelerin davranışlarını yönettiğini tarihsel düzlemde farklı yönetim teknikleri ve stratejileri çerçevesinde ele alan Foucault’nun yönetimsellik üzerine yazıları, hangi sorunların neden ve nasıl güvenlik kavramı çerçevesinde ele alındığını sorgulayan Eleştirel Güvenlik Çalışmaları için yeni bir perspektif sunmuş ve önemli bir katkıda bulunmuştur. Yönetimsellik kavramı, devleti iktidar rasyonaliteleri tarihinde karşılaşılan duraklardan sadece birisi olarak analiz ederek, devleti temel aktör olarak kabul eden anaakım teorilerin olduğu kadar Marksist yaklaşımların da ötesine geçmiş, kimlerin, neden, nasıl ve hangi amaca yönelik olarak yönetildikleri sorularını sorarak iktidara farklı bir açıdan bakmamızı sağlamıştır. Foucault’nun farklı yönetimsellik rasyonalitelerini eleştirel Uluslararası İlişkiler yazarlarının kullanması ile birlikte küresel alanda bioiktidar, biogüvenlik, küresel yönetimsellik perspektifleri yazımları karşımıza çıkmaktadır. Söz konusu çalışmalar liberal veya neo-liberal yönetimsellik ile sınırlı kalmamakta, otoriter yönetimleri de kapsamak üzere yörüngesini genişletmektedir. Yönetimsellik ile uluslararası ilişkileri anlamaya çalışan yazarlar arasında önemli farklar ve görüş ayrılıkları olmasına karşın, bu görüş ayrılıkları yönetimsellik perspektifi ile küresel boyutta sorunlara bakışı daha karmaşık hale getirmek yerine, iktidarın çeşitli alanlarda çoklu işlerliğini görebilmeyi mümkün kılmaktadır.

Old Wine in a New Bottle: Navigating Religion and Politics in Turkiye

While there is a large body of literature on different models of secularism and religion and politics, relatively scarce attention has been devoted to the experimentation of the moderate secularism model in authoritarian and Muslim-majority countries. This article brings a novel insight into the literature by unpacking the complex relationship between secularism, politics, and religion in Turkiye. The Turkish Republic was founded on the norm of authoritarian secularism that promulgates the exclusion of religion both from the political and public spheres. After the Justice and Development Party (JDP) came to power, Turkiye appeared to be moving toward moderate secularism through policies, such as the liberalization of the headscarf and the expansion of non-Muslim rights. By examining the transformed role of the Diyanet (the Presidency of Religious Affairs), Imam Hatip schools, and the conversion of church-turned-museums into mosques, this article illustrates that rather than moving in the direction of moderate secularism, the JDP has rather instrumentalized it and has eventually worked toward infusing Islamic norms into the Turkish state through bureaucratic and political initiatives. By examining and contextualizing the trajectory of secularism in Turkiye, this study contributes to the literature on religion, authoritarianism, and secularism in general, and ongoing debates on Turkish politics in particular.
