The Millennium Development Goals (MDGs) are a set of global objectives formulated and established by the United Nations to address various economic, social, and environmental challenges faced by the global community. Created in 2000, the MDGs have shown uneven progress, prompting critical analysis and improvement efforts, leading to the development of the Sustainable Development Goals (SDGs) as a more robust replacement. This research aims to delve into the essence of the formation of MDGs through an analysis of various relevant literature sources. This literature review employs a descriptive analysis method to dissect various aspects of MDGs, including theoretical aspects, historical context, and the impact of their implementation in various countries. The findings of this study highlight both the successes and obstacles encountered in achieving the MDGs and their relevance to post-MDGs sustainable development. The research also provides deeper insights into the policies and strategies needed to continue the MDGs’ achievements within the context of the SDGs adopted in 2015. The findings of this research are expected to make a significant contribution to a better understanding of the MDGs.

Public investment efficiency in WAEMU zone: do financing sources matter?

Purpose This paper aims to assess the efficiency of public investment in West African Economic and Monetary Union (WAEMU) countries at both the global and sectoral level over the 2005–2015 period. Design/methodology/approach This paper estimates efficiency scores using stochastic frontier analysis (SFA) models. Efficiency is divided into managerial efficiency (related to inputs management) and technological efficiency (related to production technology). A Tobit model is then used to investigate the determinants of public investment efficiency. Findings The findings suggest that, at the global level, WAEMU countries are less efficient than sub-Saharan African and Asian reference countries. However, the breakdown of global efficiency into managerial and technological reveals that WAEMU countries are more efficient than sub-Saharan African countries in terms of technological efficiency. Moreover, these findings are robust to nonparametric estimation. The assessment of financing sources indicates that external debt has a more positive and significant effect on public investment efficiency than internal debt does. Originality/value This paper is unique in that it disentangles managerial efficiency from the technological efficiency of public investment in WEAMU countries and highlights how financing sources of investment affect its efficiency. In terms of policy implications, the underlying message of the results is that the rules and conditions of domestic or regional debt in the WAEMU countries must be strengthened to ensure better monitoring and then better efficiency of these resources.

Assessing and Classification of Academic Efficiency in Engineering Teaching Programs

This research uses a three-phase method to evaluate and forecast the academic efficiency of engineering programs. In the first phase, university profiles are created through cluster analysis. In the second phase, the academic efficiency of these profiles is evaluated through Data Envelopment Analysis. Finally, a machine learning model is trained and validated to forecast the categories of academic efficiency. The study population corresponds to 256 university engineering programs in Colombia and the data correspond to the national examination of the quality of education in Colombia in 2018. In the results, two university profiles were identified with efficiency levels of 92.3% and 97.3%, respectively. The Random Forest model presents an Area under ROC value of 95.8% in the prediction of the efficiency profiles. The proposed structure evaluates and predicts university programs’ academic efficiency, evaluating the efficiency between institutions with similar characteristics, avoiding a negative bias toward those institutions that host students with low educational levels.
