The icing on power transmission lines, as a major hazard affecting the safety of electricity usage in China during winter, poses a significant challenge in systematically evaluating the weather conditions and their distribution characteristics during the icing period. Understanding the interaction between the microterrain and micrometeorology and achieving a refined analysis of the physical mechanisms during the icing process remain difficult tasks in this field. These are crucial aspects for the development of more accurate icing prediction models across southern China. Therefore, this study provides a comprehensive review and summary of the current research state and progress in the study of power transmission line icing in southern China from three perspectives: (1) large-scale circulation characteristics; (2) microphysical process, terrain–atmosphere interaction, microtopography and local micrometeorological conditions for the occurrence of icing events; and (3) numerical icing event modeling and forecasting. This study also looks ahead to the scientific issues and technological bottlenecks that need to be overcome for the prediction of ice coating on power transmission lines in southern China. The goal is to provide guidance for the causal analysis and forecasting warnings of power transmission line icing in the complex microterrain of the southern region.

Climate change and climate-sensitive disasters caused by hydrological, meteorological, and climatic hazards have a significant and increasing direct and indirect impact on human health, leading to an increased risk of death, disease, and injury. Due to its vast area, complex geographical and ecological environment, and various climatic conditions, Russia is one of the countries that suffer a lot from frequent climate and weather hazards. The review provides information about weather extremes in Russia in 2010—2020 — floods, typhoons, freezing rain, droughts, and their impact on the health and livelihoods of the population. It is concluded that while most of the dangerous hydrometeorological events cannot be completely avoided, many health impacts can potentially be prevented through early warning systems and public health preparedness and response measures, through the establishment of climate-resilient health systems and other management structures.

Combined Influence of the Arctic Oscillation and the Scandinavia Pattern on Spring Surface Air Temperature Variations Over Eurasia

The present study investigated the joint impacts of the spring Arctic Oscillation (AO) and the Scandinavia (SCAND) teleconnection pattern on spring surface air temperature (SAT) variations over the midhigh latitude Eurasia. It is found that the connection of the spring AO (SCAND) to the first two empirical orthogonal function (EOF) modes of the spring Eurasian SAT variations depends strongly on the phase of the spring SCAND (AO) index. The EOF1 and EOF2 modes display same sign variation and tripole pattern, respectively. In the in‐phase AO‐SCAND years, the mid‐high latitude Eurasia is covered by same sign SAT anomalies, and the spring AO and SCAND indices both have a strong (weak) connection with the EOF1 (EOF2) mode. In the out‐of‐phase AO‐SCAND years, the SAT anomalies over the mid‐high latitude Eurasia are featured by a tripole pattern, and the connection of the spring AO and SCAND indices with the EOF1 (EOF2) is insignificant (significant). Differences in the distribution of SAT anomalies between the in‐phase and out‐of‐phase AO‐SCAND years are attributed to the constructive and destructive superposition of atmospheric circulation anomalies related to the spring AO and SCAND indices. The observed joint impacts of the spring AO and SCAND on spring Eurasian SAT variations are captured by a historical simulation of the flexible global ocean‐atmosphere‐land system model, spectral version 2. Analysis indicates that the prediction skill of the spring Eurasian SAT variations related to the first two EOF modes is enhanced when taking both the spring AO and SCAND signals into account.
