Area development is a critical issue that has a strong relation to economic, social, and environmental performances in an area. Boosting area development can be achieved using digitalization. However, digitalization is predominantly available for city life. Rural areas or villages are often left out, because of infrastructure deficits. With enough infrastructure support, rural areas in developed countries have also faced social problems such as population drops. Therefore, a comprehensive solution regarding the use of digitalization to boost rural area development is needed. This concept is often called the digital village. This paper proposes a concept for managing and evaluating the development of a sustainable digital village. The concept is developed based on the reviewed aims, expected deliverables, and existing concerns in previous digital village implementations. To justify the model, management theories, practices and available technologies are also reviewed. The proposed concept for digital village management is also compared to the concepts of enterprise architecture and project management, to evaluate its usability. Sustainability evaluations are performed regarding the three-bottom line of evaluation and the use of ICT resources in the integration of ICT into human resource management (HRM) and supply chain management (SCM). A development model and evaluation method are also proposed to make sure that digital village development and evaluation can be conducted efficiently.

Aiming at the problems of low storage efficiency, high execution cost, and high energy consumption of traditional regional public management evaluation indexes, a regional public management evaluation index system based on genetic algorithm is constructed. This paper processes the data of regional public management resources and constructs the evaluation index system model of regional public management under the environment of genetic algorithm, find the parallel points through the classification principle of genetic algorithm, and realize the regional public management resource data classification based on genetic algorithm. Based on this, the extended genetic algorithm is introduced to dynamically expand the storage node to back up the data of the inner node. Through the multithreshold image processing method, the data can be evenly stored in multiple nodes, and the construction of regional public management evaluation index system based on genetic algorithm is realized. The implementation results show that the proposed method can ensure the effective storage of regional public management resource data with high efficiency and low cost.

The purpose was to determine how democratic leadership in the General Directorate of Administration is related to the administrative management given by the immediate heads of said area. This research took place in an educational entity located in northern Lima. For this reason, the present investigation processed the information by quantifying, without any manipulation of the study variables, seeking to describe the phenomenon in the entity that provides services dedicated to education. The population was 250 workers of an educational institution and for the uses of the sample 68 collaborators. Thus, a questionnaire was also used, which was classified as highly reliable. Thus, Microsoft Excel and SPSS were also used to analyze and obtain the study information. Regarding what was found, what was shown in the variables was peremptory, so a direct relationship between them was appreciated, since in the rigor of the analysis a Spearman's Rho (coefficient) of .284 was obtained. Consequently, the conclusion of the study proposes that among the variables studied of the General Directorate of Administration in the entity they are directly proportional.
