“…In a paper written in 1973 they gave a definition which included the concept of 'efficiency': "Educational research consists in careful, systematic attempts to understand the educational process and, through understanding, to improve its efficiency." Simon (1978), addressing the British Educational Research Association in 1977, expressed the view "that the focus of educational research must be education, and that its overall function is to assist teachers, administrators, indeed all concerned in the field, to improve the quality of the educational process-and, in so doing, enhance the quality of life".
