Non-industrial private forest owners in Sweden are encouraged to mitigate environmental damages from forestry on their properties under a principle of "freedom with responsibility," although the level of mitigation is generally left to the owners' discretion. One voluntary measure private forest owners are encouraged to take is setting aside a part of their productive forests for conservation. The purpose of this paper is to evaluate how non-industrial private forest owner beliefs concerning both their own and the Swedish state's responsibility for nature protection differ among owners of certified forests, who automatically leave a set-aside, and those who have stayed out of forest certification but have decided to leave a set-aside. Results of a Heckman selection bivariate probit model show that the more a respondent believes the state is responsible for fulfilling environmental goals compared to private forest owners, the less likely it is that an owner of a noncertified forest will leave a set-aside for conservation. Beliefs about responsibility do not, however, differ among owners of certified and non-certified forests. From a policy perspective, Swedish government agencies may have difficulty steering specific measures taken by private forest owners who are interested in conservation but have stayed out of forest certification regimes. Policy plays a very important role in natural resource management as it lays out a government framework for guiding long-term decisions, and evolves in light of the interactions between human and environment. This paper focuses on soil and water conservation (SWC) policy in the Yellow River Basin (YRB), China. The problems, rural poverty, severe soil erosion, great sediment loads and high flood risks, are analyzed over the period of 1949-present using the Driving force-Pressure-State-Impact-Response (DPSIR) framework as a way to organize analysis of the evolution of SWC policy. Three stages are identified in which SWC policy interacts differently with institutional, financial and technology support. In Stage 1 (1949-1979), SWC policy focused on rural development in eroded areas and on reducing sediment loads. Local farmers were mainly responsible for SWC. The aim of Stage 2 (1980-1990) was the overall development of rural industry and SWC. A more integrated management perspective was implemented taking a small watershed as a geographic interactional unit. This approach greatly improved the efficiency of SWC activities. In Stage 3 (1991 till now), SWC has been treated as the main measure for natural resource conservation, environmental protection, disaster mitigation and agriculture development. Prevention of new degradation became a priority. The government began to be responsible for SWC, using administrative, legal and financial approaches and various technologies that made large-scale SWC engineering possible. Over the historical period considered, with the implementation of the various SWC policies, the rural economic and ecological system improved continuously while the sediment load and flood risk decreased dramatically. The findings assist in providing a historical perspective that could inform more rational, scientific and effective natural resource management going forward.

Retention forestry (RF) is a modified form of clear-cutting that has been introduced recently in several countries. It is intended to integrate the conservation of biodiversity with timber production and to maintain the provision of other ecosystem services by retaining important forest qualities, habitats and structures. In this study we seek to identify forces driving the conceptual development, acceptance and implementation of RF in Sweden by describing and investigating the RF debate among foresters and environmental NGOs from 1968 to 2003. Specifically, we seek to elucidate when RF was first proposed, the arguments for and against it, and pivotal trends in the debate. Our study is based on thorough systematic analysis of articles published in journals issued by two non-profit associations. Our data show that the development of RF in Sweden was driven by several interacting factors and we distinguish critical time periods, from strong debates and conflicts during the 1970s until the breakthrough of forestry certification at the turn of the millennium. We argue that historical analysis of the forces driving changes in forestry management is important for elucidating why changes occur and the dynamic nature of perceptions and uses of forest ecosystems in modern societies.
