The inevitable mine lifecycle sequences of the mining industry and the eventual closure of mines has dramatic impacts on mining communities. The complexities of mine closure and planning for a different future beyond mining demand prescient preparation, preferably long before mines close, to optimise community participation in planning and enhance change management opportunities. Convincing others of the usefulness of imagining a future that is so different from the status quo is challenging, and it is especially difficult bringing an entire community on a long‐term planning journey. The Shire of Coolgardie, a small Western Australian local government authority, has embarked on a long‐term mission to build economic and social resilience, shoring up funds that will assist the Shire to ride out the inevitable mine lifecycle sequences of and diversify its income bases. This article builds an evidence‐based approximation of the economic and social benefits of the initiatives accrued across the Shire, outlining the calculated risks taken by the Shire in its quest to ultimately reorient the local economy to one less dependent on mining income and employment. The article concludes with lessons learned and a discussion regarding the replicability of the successful initiatives for other local government authorities elsewhere, particularly in Australia where the legislative restrictions to generate own‐source revenues are so severely limiting.

Bioremediation was method to processed using microorganisms such as the bacteria, fungi (mycoremediation), yeast, algae, and enzymes produced by these microbes to clean or neutralize chemicals and the raw material cement to alternative in dealing with environmental control. Furthermore, the reclamation was improve the post-mining environmental area to produce a better ecosystem environment, than it was appearance. Bioremediation and reclamation was mutual support method to maintain the ex-mining land. This study method used the literature review method. In the result, we are describe the chemical bioremediation principles included with the anoxic lime to utilizing sulphide reducing bacteria, the landscaping with compost to increase the ability of the soil to hold water and contains a relatively high element of C a source of energy microbes and the environmental modification to add the electron acceptor nutrients. Then, other activities that to increase ex-mining land services due to other mining activities was reclamation. The reclamation activities can be seen from the quality of the land which is a very important environmental component. Where open-pit mining will also result in changes in the physical, chemical, and biological properties of the soil, so it is necessary to manage ex-mining land. We are represent the reclamation principles, i.e. topsoil conservation was the avoid subsoil mixtures was contain the elements, the land arrangement was improve the condition of the landscape nature with the closing the dug holes, the sediment management and erosion control and the heavy metal management was reduce the heavy metal content and that was need to select the plant species that tolerant of heavy metals.

The Role of Social Impact Assessment (SIA) in the Development of a Mine Closure Plan in Regional Australia

Mine closure is an integral part of the lifecycle of a mining project. The closure of a mine has social impacts on the surrounding community and employees who have gradually become dependent on the mine financially, culturally and emotionally. By recognising the consequences of mine closure on local communities, companies respond to the assessment and management of the social impacts. While there are applications of social impact assessments (SIAs) for areas available in different sectors, there are limited practices of SIA for mine closure planning, and there is a lack of information on the role of SIA in mine closure planning. Importantly, there is a dearth of information on how SIA can play an important role to make a mine closure plan by bringing all stakeholders together. This empirical study investigated the contribution of SIA on the development of a coal mine closure plan in regional Queensland in Australia. By integrating social issues and community concerns into the closure planning process, through SIA of the closure planning, the mining company, its employee and the local community were collectively able to formulate the mine closure. This study shows how the SIA can be used to bring relevant stakeholders together to formulate the plan for mine closure and make it acceptable to the stakeholders including company, local communities and employees. Practical policy implications include community engagement through SIA and an assurance of the socioeconomic security of the local community and employees of the mine. It is crucial to undertake SIA at the beginning of the closure planning process and involve the relevant stakeholders to formulate closure plan acceptable to all relevant parties. For the development of a mine closure plan, particular attention is required to address the community’s concerns and the development of a solid relationship with the community through negotiations. It is expected that the findings of this study will be useful to researchers, practitioners and other interested persons, not only in Australia but also in other countries with a similar context.
