Abstract:Solid waste mismanagement is a social burden that requires the introduction of reliable public policies, including recycling principles and technological facilities. However, the development of recycling plans is a real issue for municipal governments, since it involves psychological and cultural factors, both in developed and developing countries. Questionnaire survey is an important tool for evaluating which solid waste management policy is suited for each specific study area, involving citizens and stakeholders. The aim of this paper is to evaluate what approach should be applied for social surveys in higher education institutes, comparing developing and developed countries. Italy is the developed country analyzed, where two universities in different cities are compared, while La Paz (Bolivia) is the emerging reality considered. The research conducted in La Paz led us to understand that, although recycling rates are low (about 8%), many students (56.96%) separate up to half of the waste produced at home. At the same time, about 53% of those interviewed do not know the recycling practices implemented by the informal sector which is the one that constantly act for improving the recycling rates of the city. Low technological acceptance is instead underlined in the high income country, since there is a common negative opinion concerning the introduction of landfills and incinerators near residential areas (49% disagree). A comparison of the methodologies adopted for the two case studies is introduced whereas investigations results are presented.

Waste management is increasingly considered one of the most critical environmental challenges on a worldwide basis. Municipal solid waste and packaging waste in specific is an important and growing waste stream. It has been widely recognized that recycling practices and in specific separation at source schemes should be adopted in order to achieve sustainable management of municipal solid waste and efficient resource use. Separation at source provides a promising option with environmental and economic benefits, as it contributes to the recovery of high quality materials with, eventually, cost savings for the waste management authorities. This paper provides a review and evaluation of all instruments, as well as strategies employed in operating waste management schemes at international level. More specifically, nineteen case studies are presented and assessed. Special emphasis was given in those best practice schemes that follow the waste hierarchical approach, namely prevention, preparing for re-use, recycling, other recovery (e.g. energy recovery), disposal. Additionally, local policies that encourage separate collection at source of at least four waste streams (paper, metal, plastic, glass) were taken under consideration. The factors found to influence recycling performance were the implementation of kerbside waste collection schemes, the provision of economic incentives as well as the use of legal instruments. Furthermore, the level of public awareness and engagement achieved, the population size as well as the duration of the implementation of the scheme were also found to influence the effectiveness of the applied schemes.

Abstract:This Special Issue provides several different perspectives on the complex issue of packaging waste recycling. It comprises a diverse and rich set of contributions with insights from very different disciplines that range from economics to engineering. All types of "costs and benefits" are addressed in this collection of articles. In addition to the economic and strictly financial impacts of selective collection and sorting of packaging waste, several authors discuss other types of impact, such as the environmental and social ones. The reader will find articles that address recycling systems as a whole, pieces that focus on specific impacts and detailed discussions of particular material streams or waste management strategies. The Special Issue represents an indispensable resource for academics, policy-makers and practitioners with interests on recycling and packaging waste management.
