Abstract

Economic Modeling of Investment Impacts focuses on the economic realities of pursuing the functionality elaborated in Chapter 5. There will be revenue generated and costs saved over decades. The accounting for these cash flows needs to cross agencies and, of course, years. We are concerned not only with next year’s budget, but next decade’s society. Economic integration is a key to affordable change. The economic model presented considers the investments and returns associated with addressing the challenges in an integrated manner. The concern is with money flows over decades across government entities. These siloes will undoubtedly push back against changes. However, this chapter projects the value to the whole country, not just for particular agencies. Evidence-based quantitative projections are used to illustrate the economic benefits of the solutions articulated in Chapter 5.
