Scientific work on “Inclusiveness of Financial Activities of Hotel Institutions During the Covid-19 Pandemic” aims to conduct a financial analysis of the state of the hotel services market in Ukraine and the world during the period of active progression of the Covid-19 virus infection. The purpose of the article. The aim of the work was to study the peculiarities of the financial development of the hotel industry in the pandemic in the world and in Ukraine. The methodology. The totality of research methods is a methodology for analyzing and organizing the main legislative acts and laws, namely the methods of generalization, comparison, chronology, analysis and generalization. Segment diagramming, elements of financial analysis, as a digital display of the state of the economic level of development are used to visualize the state of the hotel business market. The results of the research. The study analyzes the level of change in sales revenue from the hotel business in Ukraine. The regions of Ukraine were divided into the main tourist regions and the structure of accommodation facilities by types and specialized accommodation facilities have been developed. The scientific work considers the hotel industry as elements of the market of services of Ukraine, so the distribution of accommodation is divided into in the following regions: central region, northern region and western and southern regions. The location of hotel business establishments is appropriately structured. Conclusions that were made indicate the need to improve the quality of services while expanding their range, which is due to the ever-increasing demands of consumers in accordance with the requirements of advanced technologies. A significant expansion of the range of accommodation (apartments, villas, holiday homes, country and guest houses, chalets, etc.) will best guide different groups of tourists and diversify the types of recreation. The presented paper depicts relevant and necessary research that will help hotel business leaders to respond in a timely manner to financial threats. During the Covid-19 pandemic, it is important to monitor the state of the Ukrainian services market, timely implement all possible security measures and prevent the impact of adverse factors on the development of the hotel business.

Object: Clusters are a relatively new form of organization, risk and profit sharing, and competitiveness enhance ment for both the global and Ukrainian economies. The potential of the cluster development model is significant, and, most importantly, it has been justified in developed countries worldwide. In particular, global practice confirms that the functioning of the most prosperous economies is supported by advantages in modern production technologies and man agement. Therefore, successful development of any level is possible through the comprehensive application of modern strategic management concepts. Thus, the object of the study is to reveal and substantiate the effectiveness of cluster model in establishing special economic zones in Ukraine. Methods: The paper uses general scientific and special methods, that are: the dialectical method of understanding cluster model for establishing special economic zones; comparative analysis methods; methods of empirical research, methods of statistical and structural analysis; methods of historical and logical analysis; identifying individual parts of an object, methods of system approach, identifying cause-and-effect relationships. Findings: Custers are established on the base of a unique internal environment and infrastructure specific to a par ticular region. This allows leveraging the competitive advantages of enterprises in a specific area through integration. A cluster serves as a stimulus for economic development, and regionalism forms the basis for its sustainable growth. Re gionalism is of great significance in selecting priority investment areas, as it can influence the level of uncertainty risk during the assessment of regional investment projects. Its effectiveness is confirmed by cluster development of the child nutrition project presented in the paper (Ivano-Frankivsk region, Ukraine). Conclusions: Cluster approach makes it possible to use available resources more efficiently. The cluster approach is connected with the policy of capacity-building as well as increasing competition profitability of national economies. There are also some cluster formations on the territory of Ukraine. Сluster is a convenient form of organizing a free economic zone. At the same time, each government develops its own approaches to the creation of clusters and regula tion of their activities, accordingly, organizes the activities of those responsible for the implementation of the national strategy of sustainable competitive development.

Tanjung Kelayang tourist area has beautiful natural potential to be developed as a famous tourist destination and become a superior destination in Belitung. Since the outbreak of the covid-19 pandemic has had an impact on the decrease in the number of tourists visiting. To revive the tourism sector in Tanjung Kelayang, research is needed to encourage sustainable tourism development, taking into account economic, ecological and social aspects. This research aims to determine the priority of sustainable and adaptive tourist destination development strategies to disasters in Belitung Regency. The method used to establish priority strategies using the Quantitative Strategic Planning Matrix (QSPM) method is also supported by the Matrix IE method and SWOT Analysis. The data used in the study was obtained from library search results, questionnaires, interviews, observations and FGD involving stakeholders. Based on the IE matrix, the position of tanjung kelayang tourist destinations in cell IV is to grow and build (growand build) with a total value of IFE 3,131 and and and a total value of EFE 2,496Tiga strategy that is the priority with the highest value is designing a strong tanjung kelayang icon / branding (7,635), refocusing tanjung kelayang marketing strategy (7,420), optimization of tourism supporting infrastructure in the internal tourist area and towards the tourist area (7,290).
