Resumo: Este artigo estuda os periódicos da área da Ciência da Informação indexados na Web of Science (WoS). Os objetivos específicos são: a) descrever as características editoriais dos periódicos da Ciência da Informação indexados na base Web of Science; b) apontar o tipo de acesso; e c) identificar quais títulos estão indexados no DOAJ. A metodologia é pesquisa descritiva e exploratória. Os resultados mostram 84 periódicos indexados na base Web of Science, no ano de 2012, 9 títulos de acesso aberto, estando apenas 6 indexados no DOAJ. O tipo de entidade editorial predominante são as editoras comerciais, com 56 títulos (67% do total), e a periodicidade trimestral é a que fica em evidência. A maioria (62,1%) dos periódicos possui fator de impacto entre 0 a 0,999; apenas 2 títulos apresentam fator de impacto acima de 4,999, e seus editores são dos Estados Unidos e da Holanda. Reflete ainda sobre a condição da Ciência da Informação ser a área do conhecimento com a percepção mais evidente da questão do acesso e dos custos de periódicos científicos e apresentar uma quantidade muito significativa de títulos de editoras comerciais, equivalente ao cenário geral, na qual os títulos em acesso aberto se devem a uma condição geográfica, com uma proporção maior no Brasil.Palavras-chave: Comunicação científica; periódicos científicos; acesso aberto. El método utilizado se basea en la investigación descriptiva y exploratoria. Los resultados muestran 84 revistas indexadas en la WoS en 2012, 9 títulos de libre acceso, pero sólo 6 indexadas en DOAJ. La entidad editorial predominante son los editores comerciales, con 56 títulos (67% del total), y la publicación trimestral es la más común. La mayoría (62,1%) de las revistas tienen un factor de impacto entre 0 a 0,999 y sólo 2 títulos tienen factor de impacto superior a 4,999, y sus editores son de los Estados Unidos y de los Países Bajos. Reflexiona sobre la condición de Ciencias de la Información de ser el área de conocimiento con la percepción más evidente de la cuestión del acceso y el costo de las revistas científicas, y presentar una cantidad muy representativa de títulos de editoras comerciales, equivalente de las entidades editoriales en el escenario general, en la que los títulos de acceso abierto se deben a una condición geográfica, con una proporción mayor en Brasil.Palabras-clave: Comunicación científica; revistas científicas; acceso abierto.Copyright: © 2015 CSIC. The article discusses the role of national information systems for science and technique based on the example of the implementation of the SYNAT (System for Science and Technique) project in the development of the system of supplying content to education. This is so as new publications and scholarly reports come into being every day. To be able to teach, universities must possess up-to-date information and knowledge. It is an opportunity to obtain the highest possible quality level of education they provide.The development of a national information system for science and technique is recommended. The system being an element of the global network can reduce the gap in the absorption of the latest scientific achievements in countries which do not possess the adequate ICT infrastructure. The implementation of the concept of open science, i.e. Open Access (OA) is highlighted. The implementation of this concept favors the development of science as well as the processes of a more complete use of unique scientific equipment. It is also conducive to the development of individual researchers and research teams.In the final part of the article proposals for strategic organizational solutions in the field are recommended. The suggested solutions are based on the analysis of the strategies' dependencies on two variables, namely the system of coordination, i.e. a management system and a financial solution. The two variables have been selected as the ones which have the biggest impact on the choice of the organizational form and a way of funding the project.The article also outlines a collection of issues that require further research.

BACKGROUND At one-hundred twenty-two articles published, the open access journal Tremor and Other Hyperkinetic Movements (Tremor) is growing its readership and expanding its influence among patients, clinicians, researchers, and the general public interested in issues of non-Parkinsonian tremor disorders. Among the characteristics that set the journal apart from similar publications, Tremor is published in partnership with the library-based publications program at Columbia University’s Center for Digital Research and Scholarship (CDRS). DESCRIPTION OF PROGRAM The production of Tremor in conjunction with its editor, a researching faculty member, clinician, and epidemiologist at the Columbia University Medical Center, has pioneered several new workflows at CDRS: article-charge processing, coordination of vendor services, integration into PubMed Central, administration of publication scholarships granted through a patient-advocacy organization, and open source platform development among them. Open access publishing ventures in libraries often strive for lean operations by attempting to capitalize on the scholarly impact available through the use of templated and turnkey publication systems. For CDRS, production on Tremor has provided opportunity to build operational capacity for more involved publication needs. The following report introduces a framework and account of the costs of producing such a publication as a guide to library and other non-traditional publishing operations interested in gauging the necessary investments. Following a review of the literature published to date on the costs of open access publishing and of the practice of journal publishing in academic libraries, the authors present a brief history of Tremor and a tabulation of the costs and expenditure of effort by library staff in production. NEXT STEPS Although producing Tremor has been more expensive than other partner publications in the center’s portfolio, the experiences have improved the library’s capacity for addressing more challenging projects, and developments for Tremor have already begun to be applied to other journals.
