Economic Evaluation of Snow-Removal Level by Contingent Valuation Method

Abstract: The road management department of the city of Sapporo has improved the service level of winter road management year by year, and its current annual budget is $100 million. In the cost-benefit evaluation of winter road management, conventional studies have not included as evaluation subjects the indirect benefits, such as improvement in quality of life (an increase in pedestrian accessibility, safety, and walkability), other than benefits for traffic markets. The contingent valuation method (CVM) was adopted to… Show more

“…Next, the qualitative process involves selected paper content analysis using "walkability" and "space syntax" keywords-the query resulted in more than 2500 scientific papers. Since the first publications in 2001 [31], the interest in space syntax-based walkability studies has grown to 360 scientific papers dated 2020. The walkability topic falls in public occupational, environmental health, transportation and environmental-oriented journals, but the urban studies research field is foremost.…”

“…Each category covers a specific range of values, and all road segments falling into a single category receive the same level of service. A method to survey citizens to assess the appropriate level of service was described by Hayashiyama et al [21]. Results are based on how much respondents indicate they would pay to achieve an improved level of service, and how much compensation they would require if the level of service was reduced.…”

“…According to these previous studies, traffic performance is influenced by weather conditions. However, few studies have addressed the effects of snow removal (12)(13)(14), and these studies have been macroscopic and not microscopic in approach, which means they did not evaluate traffic performance according to snow removal for each road. There may have been too little data for each road maintenance operation to analyze the effects.…”
