Air Quality Planning and the Minimization of Negative Externalities

The minimization of negative externalities is a key aspect in the development of a circular and sustainable economic model. At the local scale, especially in urban areas, externalities are generated by the adverse impacts of air pollution on human health. Local air quality policies and plans often lack of considerations and instruments for the quantification and evaluation of external health costs. Support for decision-makers is needed, in particular during the implementation stage of air quality plans. Modelling tools based on the impact pathway approach can provide such support. In this paper, the implementation of health impacts and externalities analysis in air quality planning is evaluated. The state of the art in European member states is reported, considering whether and how health effects have been included in the planning schemes. The air quality plan of the Piemonte region in Italy is then considered. A case study is analyzed to evaluate a plan action, i.e., the development of the district heating system in the city of Turin. The DIATI (Dipartimento di Ingegneria dell’Ambiente, del Territorio e delle Infrastrutture) Dispersion and Externalities Model (DIDEM model) is applied to detect the scenario with the highest external cost reduction. This methodology results are extensible and adaptable to other actions and measures, as well as other local policies in Europe. The use of health externalities should be encouraged and integrated into the present methodology supporting air quality planning. Efforts should be addressed to quantify and minimize the overall uncertainty of the process.

Air pollution is a major cause of morbidity and mortality. Since air pollution tends to concentrate around theemission point, its precise geographical assessment is particularly important. With the present work, we proposea new method to assess the impacts of any company’s emissions on human health and the economy. We addressthe challenge of discovering, measuring, and managing the risks associated with externalities from air emissions.The methodology is accessible via the online tool for companies (Impact Valuation Engine). Our method allowsspatially explicit analysis of the local impacts for each individual asset of the company; the outputs are specificat a resolution of 0.5° × 0.5°. For financial institutions, we provide the aggregated impacts embedded in theirinvestment portfolios. Our analysis can help financial institutions reduce the overall footprint of their portfolios,meet sustainable investment targets, and comply with current regulations such as Sustainable Finance DisclosureRegulation and European Union Taxonomy.

a b s t r a c tAir pollution is, increasingly, a concern to our society given the threats to human health and the environment. Concerted actions to improve air quality have been taken at different levels, such as through the development of Air Quality Plans (AQPs). However, air quality impacts associated with the implementation of abatement measures included in AQPs are often neglected. In order to identify the major gaps and strengths in current knowledge, a literature review has been performed on existing methodologies to estimate air pollution-related health impacts and subsequent external costs. Based on this review, the Impact Pathway Approach was adopted and applied within the context of the MAPLIA research project to assess the health impacts and benefits (or avoided external costs) derived from improvements in air quality. Seven emission abatement scenarios, based on individual and combined abatement measures, were tested for the major activity sectors (traffic, residential and industrial combustion and production processes) of a Portuguese urban area (Grande Porto) with severe particular matter (PM10) air pollution problems. Results revealed a strong positive correlation between population density and health benefits obtained from the assessed reduction scenarios. As a consequence, potential health benefits from reduction scenarios are largest in densely populated areas with high anthropic activity and, thus, where air pollution problems are most alarming. Implementation of all measures resulted in a reduction in PM10 emissions by almost 8%, improving air quality by about 1% and contributing to a benefit of 8.8 million V/year for the entire study domain. The introduction of PM10 reduction technologies in industrial units was the most beneficial abatement measure. This study intends to contribute to policy support for decision-making on air quality management.
