An authoritarian regime uses economic assistance policy because political decentralization may contradict regime survival. Although economic benefits can be used to buy political support, the distribution of these benefits is seldom equal. We argue that the unequal distribution is more salient in regions where ethnic… Show more

“…Linguistic distance has often been used in the literature as a proxy for ethnic distance because ethnic distance measures are not currently available (Alesina et al 2003;Fearon 2003;Michalopoulos 2012). Other strands of the literature use genetic distance as a proxy for ethnic distance (see, for example, Wong andTakeuchi 2013, Yu et al 2011), and Cavalli-Sforza L. L. and Cavalli-Sforza F. (1995) show that ethnic distance and genetic distance are closely related in practice.…”

“…In 2003, the Han-concentrated oil industry city, Karamay, had a per capita income over ten times that in mainly Uyghur agriculture-heavy prefectures (Zhu and Blachford 2012). Some feel that the series of special policies of "aid for Xinjiang," which are supposed to aid poor regions and thereby alleviate Uyghur dissatisfaction, may backfire and intensify conflicts, since the resources dispensed are believed to go mainly to regions with high proportions of Han residents (Wong and Takeuchi 2013;Bovingdon 2010;Wiemer 2004).…”

“…Although it is argued that the concern for GDP growth often trumps the concern for social stability (Goldstein 1994;Tsui and Wang 2004;Whiting 2006), failure to contain social unrest can write off other policy merits or even lead to removal (Edin 2003). The abrupt job transfers of Tung Chee-hwa (the former chief executive of Hong Kong) and Wang Lequan (the former provincial party secretary of Xinjiang) are cases in point (Wong and Takeuchi 2013). From the center's perspective, removing highly unpopular local officials is not necessarily a bad option, especially when doing so can improve its own image and political legitimacy (Cai 2008b).…”
