At present, carbon intensity in the economy has become a realistic problem faced by many countries.Decarbonization and green development have gradually become one of the main trends in the world, and major countries around the world have put forward carbon neutrality targets. Russia is one of the largest greenhouse gas emitters in the world. Therefore, under the current international situation of The Russia-Ukraine war and the exogenous impact on Russia's economy and finance, it is of great significance to study Russia's carbon emissions for Russia's economic development, environmental protection and global green development. In recent years, Russia's carbon intensity has remained high, which may be caused by several factors, such as the decline in actual investment level, single industrial structure, excessive dependence on oil and gas industry, external shocks to the Russian economy in 2014 and other macroeconomic factors. The purpose of this study is to identify trends in carbon intensity during the period of exogenous shocks to the Russian economy and financial sector from 2014 to 2018, and to explain the causes. First, the synthetic control method is used to examine the changes in Russia's carbon intensity since 2014, and the results show that since 2014, Russia's carbon intensity has increased significantly; Secondly, using the mediation effect analysis model to test the impact mechanism, it is found that since 2014, the Russian industrial structure has not been actively improved, but instead increased its dependence on the resource industry, thereby increasing carbon emissions. Combined with the tail effect analysis, Russia has faced significant economic pressure, and its carbon intensity is unlikely to return to the state before 2014 in the short term.

Currently, in Russia there is a systemic gap between the educational service market and employers’ requirements for a university graduate. Employers are not satisfied with the educational system, which cannot close this gap on its own. This situation requires access to an open educational system, which implies involvement in the training of both the educational institution and employer. As part of the research, a hypothesis about the greater efficiency of future specialist training in the format of network interaction between educational institutions and commercial companies was put forward. The purpose of the research is to prove that future specialist training in the format of networking between educational institutions and for-profit companies is more effective than the classical student training programme in Russia. As part of the research, with the case method, the essence of network interaction between educational institutions and for-profit entities and their optimal format were discovered by the example of communication between the Far Eastern State University of Communications and Russian Railways JSC. In addition, an experiment to confirm or refute the hypothesis put forward was conducted. As a result of the research, the essence of networking between educational institutions and for-profit entities. The experiment carried out confirmed the hypothesis about the greater efficiency of future specialist training for the railway sector in the format of networking between educational institutions and the Russian Railways company.

The relevance of the topic of the article is due, first, to the growing geopolitical challenges and threats, escalation of international sanctions that undermine the foundations of economic and financial sovereignty of Russia, and, second, to the need to develop science-based solutions, ensuring the ability of the national financial system to maintain stability and independence from external shocks. The purpose of the research is to identify the current problems of Russia’s financial sovereignty and to develop reasoned proposals to ensure it in the context of the international sanction’s matrix. The novelty of the research is that the authors for the first time presented and described a matrix of international sanctions against the financial sovereignty of Russia, as well as developed economically feasible recommendations for its protection in modern conditions. When preparing the theoretical section of the publication, a group of general scientific methods was used: observation, comparison, measurement, analysis and synthesis, method of logical reasoning, critical review of scientific literature and professional publications. In the preparation of the analytical section and development specific recommendations, specific scientific methods (static analysis, graphical method) were used, expert method was used to form scenarios for assessing the future state of the financial sovereignty. The essence of the concept of “financial sovereignty” in the context of the international sanction’s matrix was considered. Available official state and other verified statistics of the number and structure of sanctions against the financial system was collected and processed, as well as points (zones) of application of their destructive influence was identified. As conclusions, expert judgments were formulated on possible tools to protect financial sovereignty and assessed their positive and negative effects, taking into account the volatility of sanctions. The materials of this research can be used as a basis for further justification of promising solutions to protect national financial sovereignty, taking into account foreign economic and military-political trends. The results of the research will be useful to experts in the sphere of state regulation of the national financial system, as well as specialists in the formation of forecasts of socio-economic development of the state.
