Economic and environmental effects of decoupled agricultural support in the EU

Abstract: This article reports findings from a simulation model representing the European farming system disaggregated at different scales. This modeling experiment explores the effects of various decoupling options associated with the 2003 European agreement on gross margins, land use, shadow cost of land, and greenhouse gas emissions. Our results show increases in the farmers' gross margins when decoupled support is maintained equal to the amount of direct aid previously attributed to agricultural production, assuming… Show more

“…Many authors have shown that the new direct payments scenarios can determine changes on land markets (Ciaian et al, 2012(Ciaian et al, ,2014Gocht et al, 2013;Galko and Jayet, 2011). These impacts will be different depending on the Single Payments Scheme (historical, regional, hybrid) regionalization, internal convergence and coupled payments.…”

“…Yet CH 4 was positively correlated with ozone pollution, because of changes in feed production and livestock farming. Note too that changes in GHG emissions are of the same magnitude as changes arising from alteration in the CAP (Galko and Jayet, 2011).…”

“…The AROPAj model is based on mathematical programming and on the European Farm Accounting Data Network (FADN), (see De Cara et al (2005) and Galko and Jayet (2011) for the version used in this paper and for its application to greenhouse gas abatement cost estimates). Farm design modeling is based on accumulated expertise in agricultural economics, crop and livestock farming.…”

“…The most recent Common Agricultural Policy (CAP) gave a strong boost to agricultural policy transformation, in terms of the shift from subsidies coupled to production to the "Single Farm Payment" approach (Galko and Jayet, 2011;Maye et al, 2009). This huge transformation of European agriculture is the end point of a long process involving the role of agriculture, its multifunctional nature, but also the development of policies, including wider participation by stakeholders.…”
