Earner-Carer Model at the Crossroads: Reforms and Outcomes of Sweden's Family Policy in Comparative Perspective

Abstract: Following the 2006 election, the Swedish earner-carer model of family policy seems to have come to an important crossroads, and questions have been raised about the future course of policies. Will the prototypical earner-carer model in Sweden persist? The separate reforms in cash transfers, services, and tax systems in several respects seem to point in contradictory directions, simultaneously introducing new principles of social care. The persistence of an uneven division of leave and childcare responsibility, as well as inequality in the labour market (see Försäkringskassan 2013 ) suggests that a gender perspective is necessary for an analysis of fathers' experiences of leave in Sweden.…”

Changes in options for division of property after separation or divorce were also modified in that year.…”

“…However, the employment rate among lone mothers has declined during the last decade. Childcare in Sweden is generally considered to be of high quality and affordable, fees are income related (with a low ceiling) and heavily subsidised and available full time from the child"s first birthday (Ferrarini and Duvander 2010). Recent changes in family policy includes the implementation of the "daddy-months" in the parental leave system, but also a flat rate home care allowance that allows a parent to stay home and tend to small children and receive a relatively low monthly allowance for this (Ferrarini and 6 Duvander 2010).…”
