“…The e-procurement system reduces time spent on copying, posting and receiving the bid documents. At the same time, it also reduces time and effort for routine bid administration work, which can save administration costs (Nguyen et al, Moving to e-bidding 2012; Tindsley and Stephenson, 2008). A study in the UK indicated that the cost to clients in producing, copying and distributing tendered documents can be cut by as much as 90 per cent annually (Kajewski et al, 2001).…”

“…Tendering is the process of selecting a suitable contractor to carry out the construction work (Eriksson and Westerberg, 2011). For a significant number of years, the current paper-based method of tendering has been commonplace within the industry (Tindsley and Stephenson, 2008). However, this tendering method can prove to be very costly while being ridden with endless inefficiencies such as handling errors, estimating process errors, and evaluation errors (O’Connell, 2010; Oyediran and Akintola, 2011).…”

“…According to Tindsley and Stephenson (2008), e-tendering systems do not have the facility to check whether tenderers have viewed the latest information uploaded to the system. If an uploaded tender addendum or a superseded site plan was not read by the tenderer prior to pricing, their bid will be distorted and the value of the tender submission will be adversely affected.…”

“…These might help to explain why the second most important anti-corruption capabilities of e-Procurement identified in this study is transparent bidding process. Previous studies have also established that transparent bidding/tendering process can be achieved through adequate monitoring and tracking of online transactions (Aman and Kasimin, 2011), better interactions among stakeholders through online systems (Adebiyi, Ayo and Adebiyi, 2010) and reduction in cartel formation, collusion, and rigging of bids (Tindsley and Stephenson, 2008;Pathak, et al, 2009). It was on this premise that the World Economic Forum (2016) and OECD (2016) argued that by providing audit trail services, e-Procurement can help to check incidence of fraud, forgery, and embezzlement in the procurement of works, goods and services by engendering constant monitoring/tracking and trailing of communications and transactions done electronically.…”
