El presente escrito es una actualización del estado del arte sobre la comunicación de gobierno en tiempos de redes sociales a partir de una revisión de 50 artículos de revistas indexadas. Luego del análisis se destacan tres tendencias de investigación. La primera es la comunicación gubernamental y sus efectos en la visibilidad y la participación ciudadana. La segunda evidencia la transformación de la arquitectura digital para una nueva comunicación de gobierno. La tercera se refiere a la comunicación de crisis, en especial durante la pandemia del covid-19. Como conclusión, se denota un creciente interés académico por analizar la reestructuración de la presencia digital de los gobiernos considerando la creciente importancia de las redes sociales en el ámbito político. Además, se señalan categorías y temáticas para futuros estudios en materia de comunicación gubernamental.

ZusammenfassungDigitalisierung ist ein präsenter Faktor in vielen Städten. So existieren bereits viele Smart-City-Initiativen, bei denen Städte versuchen, ihre Prozesse durch Erfassung und Verknüpfung von Daten, oft unter Zuhilfenahme von Datenplattformen, zu optimieren. In Anbetracht der damit einhergehenden großen Investitionen und Veränderungen wird Bürgerbeteiligung als zentraler Faktor für den Erfolg solcher Initiativen betrachtet. Bisher ist allerdings nicht klar, was typische Beteiligungsformate von Smart-City-Initiativen sind und welche Rolle(n) BürgerInnen dabei einnehmen. Dieser Beitrag leitet mittels einer Literaturanalyse zu Smart Cities ein Kategorienschema zu typischen Bürgerbeteiligungsarten ab. Die Analyse ergab, dass sich Einbindung von BürgerInnen in politische Entscheidungen und bei der Entwicklung technischer Artefakte maßgeblich auf e‑Government oder Participatory Design bezieht. Im Hinblick auf die Beteiligungsarten zeigt sich, dass Makrofabriken, Living Labs und Open-Data-Plattformen häufige Ansätze sind, um BürgerInnen als Co-Creators einzubinden. Zudem werden BürgerInnen mit Citizen Sensing zur Erfassung von Daten oder Missständen einbezogen. Dabei zeigen sich sowohl aktivere, als auch eher passive Beteiligungsarten. Die Analyse zeigt, dass die Einbindung von BürgerInnen häufig entweder auf eine Beteiligung an politischen Entscheidungen oder an der Entwicklung technischer Artefakte abzielt. Auch wenn keine klare Abgrenzung möglich ist, sind diese Ansätze dann eher durch e‑Government oder Participatory Design inspiriert.

Consistent findings of unequal political participation have been motivating different democratic innovations, including those that utilize the opportunities of information and communication technologies for political online participation. While previous research has established only a limited mobilizing potential of digital media, we still lack a good understanding of the mechanisms leading citizens to decide for or against engagement online. Therefore, we investigate who participates in opportunities for political online participation, what explains (non)-engagement and how effective personalized invitations are to increase and diversify participation. To address these questions, we conducted a comparative study of three almost identical instances of local online participation, relying on evidence from surveys of registered users and random samples of the local population. Our results show that engagement in online participation is indeed significantly biased from the population towards resource-rich individuals who also differ in their assessment of the participation process and its results. This is despite the fact that knowledge of these participation opportunities is equally distributed among all social groups. While online aversion is a barrier for some, distrust in the participation process and lack of interest are more powerful reasons to refrain from engagement. Using a randomized-controlled field experiment we can confirm that personalized invitations are an effective instrument for mobilization that increased participation by a factor of four to seven and that can to a limited degree elicit participation from under-represented groups. These findings have a number of important implications for researchers and practitioners who aim to increase equality in political participation.
