E-Net Modeling and Analysis of Emergency Response Processes Constrained by Resources and Uncertain Durations

Abstract: Time and resource management and optimization are two important challenges for an emergency response process, by which all individuals and groups manage hazards in an effort to avoid or ameliorate the impact of disasters. Compared with a traditional business process, an emergency response process has its own features. To our best knowledge, there is no formal method to model and analyze emergency response processes by taking uncertain activity execution duration, resource quantity, and resource preparation dur… Show more

“…Ransikarbum et al [18] used the triangular fuzzy number to describe the emergency demands and introduced the time-dependent function to simulate the dynamic road network. Liu et al [19] presented a Petri net-based method E-Net for an emergency response process constrained by resources and uncertain duration. Bozorgiamiri et al [20] developed a multi-objective robust stochastic programming approach for the emergency material scheduling under uncertainty.…”

“…In Zhang et al [Zhang, Zhang, Ren et al (2016)], Zhang et al proposed a distributed resource allocation method based on multiagent, which used the domain transmission theory to deal with emergencies, and effectively solved the problem of deploying the corresponding planning arrangement in the absence of appropriate resources with global information by considering the time severity level. In Liu et al [Liu, Zeng, Duan et al (2014)], Liu et al proposed a method based on E-net, which is a formal model based on Petri Net for emergency response process constrained by resources and uncertain duration. In Belciug et al [Belciug and Gorunescu (2015)], Belciug et al used genetic algorithms to optimize bed management and medical resource utilization.…”

“…In emergency response modeling, Petri nets are mostly used to arrange the structure of emergency organization, personnel, technology, equipment, materials, actions, commands, and coordination for emergency plan evaluation [4]. Evaluations of the emergency response process using Petri nets have been researched in many industries and fields, such as the chemical industry [5,6], subway fire emergencies [7], coal mine rescue events [8], the nuclear industry [9], airport emergency responses [10], and urban emergency systems [11,12].…”
