Eco-industrial parks, as complex ecosystems at the regional scale, involve multi-dimensional interactions in terms of management, environment, economy, and society in their development. Given their complexity, it is difficult for a single indicator to comprehensively assess their sustainable development status. To promote sustainability and inclusive development of industrial parks, the World Bank Group published “the International Framework for Eco-Industrial Park” as a green evaluation benchmark. This paper examines the applicability of this framework in Chinese industrial parks, focusing on 17 cases in Jiangxi Province supported by the China-Jiangxi Eco-Industrial Parks Project. This study analyzes the indicator composition of the international EIP framework and compares it with the standardization system of eco-industrial parks in China. Through questionnaire surveys and dialogue interviews, this paper analyzed the compliance, practicality, and necessity of implementing the international EIP framework. Quantitative assessment using the analytic hierarchy process and the fuzzy comprehensive evaluation model revealed that the framework is well suited to Chinese conditions, scoring over 80, reaching the “applicability level”. This research provides a scientific basis for park management, advocating for international concepts in park development. It also underscores the importance of a comprehensive framework for park construction, intelligent management strategies, and enterprise empowerment, collectively contributing to sustainable park development and enhanced international competitiveness.

With the increasingly serious environmental problems, coordinating the relationship between the environment and economic development has become a crucial task for developing countries, especially China. This paper studies the role of eco-industrial parks (EIPs) in the emissions of carbon dioxide and sulfur dioxide in China with the difference-in-difference (DID) approach by focusing on the entire process of EIPs’ establishment—upgrading provincial development zones (DZs) to national DZs and then transforming national DZs into EIPs. Besides, we examined the heterogeneous effect of the different transformations from national economic and technological development zones (ETZs) or national high-tech zones (HTZs) to EIPs. In addition, we studied the spatial spillover effects of EIPs and their paths with the spatial difference-in-difference (SDID) method. The results show that neither provincial DZs nor national DZs can significantly reduce sulfur dioxide and carbon dioxide emissions. Only when national DZs are transformed into EIPs can they be reduced significantly. However, the different transformations from the HTZs and ETZs to EIPs have different effects on emissions. Moreover, EIPs have technology spillovers and demonstration effects on surrounding areas. Therefore, EIPs can reduce emissions in the surrounding areas. The results indicate that, in order to achieve high-quality development and coordinate the relationship between environment and economic development, we should take positive steps to promote the transformation of DZs into EIPs.

This study aims to determine the implementation of the Illegal Gold Mining (IGM) Countermeasure policy in the Kuantan Singingi Regency. This study uses a multi-sectoral multi-organizational network model consisting of a Contextual Assessment approach to understanding the environmental context and identifying stakeholders in policy implementation and joint visioning. This study critically examines the IGM in the regency in qualitative perspective from various related articles. A systematic literature review was used to analyze national and international journal articles from nine managed databases based on these concerns. From the literature review, 22 relevant research-based articles in the last 15 years from 2007 to 2020 were selected from Google Scholar, Taylor, Francis Outline, Springer Link, Emerald Insight, Science Direct, Sage Journal Online, and Oxford Cambridge. Three stages were carried out: preparation, screening and validation, and content review. The findings include 1) research showing that stakeholders involved from both government and community groups do not play an active and synergistic role in controlling IGM. 2) the implementation model of the IGM countermeasure, the government, the private sector, and the community must support each other in controlling and supervising IGM.
