As non-mainland territories, the Canary Islands represent isolated electricity systems with their own peculiarities, derived mainly from their location. They are therefore subject to a special regulatory framework governing their electricity supply activities. These systems are less stable, in terms of both electrical energy generation and its transport infrastructures, because their site limitations require production to rely on a small number of plants, multiplying the problems that arise from potential grid or generator failures. This means that power generation costs in isolated groups of islands have been intrinsically higher than those on the mainland, above all in terms of fuel, given their greater dependence on fossil fuels. These costs also have a different structure, wherein variable costs prevail over fixed costs. The entry into force of Royal Decree 738/2015 defines a new method to determine the price of demand, generation, and additional costs. In addition, it creates a new virtual market for each isolated system (or subsystem), which takes into account the prices of the mainland, moving year, and generation costs. This implies a reduction in the volatility of the electricity market in these territories (lower risk) because part of the purchase price is already known. In this regard, the Canary Islands' subsystem that has experienced the greatest increase in generation costs is the island El Hierro, since, in systems where there is a wider diversification in the generation methods, there is also a greater variation in monthly prices-that is, greater uncertainty. The aim of this study is to analyze the operation of the Canary Islands' electricity market and the configuration of its dispatch pool. The wind-pumped hydropower station on El Hierro is described as a specific case study to illustrate the impact of the new regulatory framework.

Performance Enhancement of Micro Grid System with SMES Storage System Based on Mine Blast Optimization Algorithm

Frequency control represents a critically significant issue for the enhancement of the dynamic performance of isolated micro grids. The micro grid system studied here was a wind-diesel system. A new and robust optimization technique called the mine blast algorithm (MBA) was designed for tuning the PID (proportional-integral-differential) gains of the blade pitch controller of the wind turbine side and the gains of the superconducting magnetic energy storage (SMES) controller. SMES was implemented to release and absorb active power quickly in order to achieve a balance between generation and load power, and thereby control system frequency. The minimization of frequency and output wind power deviations were considered as objective functions for the PID controller of the wind turbine, and the diesel frequency and power deviations were used as objective functions for optimizing the SMES controller gains. Different case studies were considered by applying disturbances in input wind, load power, and wind gust, and sensitivity analysis was conducted by applying harsh conditions with varying fluid coupling parameter of the wind-diesel hybrid system. The proposed MBA-SMES was compared with MBA (tuned PID pitch controller) and classical PI control systems in the Matlab environment. Simulation results showed that the MBA-SMES scheme damped the oscillations in the system output responses and improved the system performance by reducing the overshoot by 75% and 36% from classical and MBA-based systems, respectively, reduced the settling time by 45% compared to other systems, and set the final steady-state error of the frequency deviation to zero compared to other systems. The proposed scheme was extremely robust to disturbances and parameter variations.

Power supply in stand-alone power systems, such those in non-grid connected islands, represents an important area of study in investigating smart energy concepts. In particular, the discontinuity in renewable energy availability and the mismatch with power demand are likely to hinder grid stability and overall system efficiency. Typically, the load-levelling relies on diesel engine gen-sets which suffer the modulation of power output resulting in increased operation costs and life time reduction. Although energy storage can complement power fluxes balance, a proper dispatch strategy is needed in order to improve diesel engine operations in Renewable Energy Source (RES) integrated systems. The present study investigates the merit of a dispatch strategy aiming at improving gen-set performance in a hybrid RES/storage/Diesel Engine Generator set (DEGS) power configuration. The proposed dispatch strategy is modelled in a transient simulation software, with hourly based analysis over a year period and is applied to a small island case study.
