This paper presents a security index for quantifying the small signal security of power systems. The index refers to the characteristics of system oscillation modes and delivers the degree of change in system security due to contingencies. The index can be of supplemental use in power system contingency screening and ranking.Moreover, the paper suggests the concept of aggregating the index with the established index for dynamic security inference. The aggregation concept allows individual application of each of the indexes in partial security investigations or application of both in the complete security investigations.

The paper describes typical developments of blackouts from simple cause to cascading outages. Possible measures to increase the system observability, combined with power electronic equipments as controlling elements, can lead to a future closed loop control of the power supply. The possible increase of the overall network security by protection security assessment (PSA) and dynamic network security assessment (DSA) will be shown. The described network and protection simulations, which are available today for the transmission sector, have to be adopted to future distribution systems with dispersed generation.

In this paper the established performance indices for screening and ranking of power system contingencies are applied. The indices capture the change in the system state variables and deliver the degree to which it is provoked under different operating states. The indices refer to the generator coherency, transient energy conversion, dot products derived from the classical concept of the transient energy function, and generator angular deviation. The indices are calculated using the time domain simulation and a power system model.
