Does Starting Universal Childcare Earlier Influence Children’s Skill Development?

Abstract: As many developed countries enact policies that allow children to begin universal childcare earlier, understanding how starting universal childcare earlier affects children’s cognitive and noncognitive skills is an important policy question.
