New town development as a form of large-scale development is not a new phenomenon, particularly in developing countries. This development mainly takes place in peri-urban areas due to the high pressure caused by the growing population and the lack of facilities and infrastructure in city centres. As an effect, local communities who originally occupied the land often lose their rights over the property their livelihood might have relied on. Property rights can be grouped differently, classified according to different bundles: appropriation, ownership, and formality of rights. This paper investigates to what extent new town development in Indonesia has affected the property rights of local communities, in terms of the transformation of rights and security level. Moreover, it examines to what extent this transformation has been affected by urbanisation pressure. Ample attention is paid to the transformation of various bundles of rights concerning different usage of property, both residential and cultivated land. A total of 252 questionnaires were distributed to three different locations of new towns in Indonesia. A before-after analysis was employed to identify the transformation of the property rights and their security level, followed by multiple linear regression analysis to observe the influence of the urbanisation pressure to the security level. The research reveals that the transformation of property rights of local residents mainly concerns the appropriation rights. The analysis also indicates that there is a tendency that the security level decreases. Statistically, this appears to be affected by urbanisation pressure variables: type of land, land use, and occupation. With this study, we offer on the one hand a conceptual framework for assessing property rights, while on the other hand, we provide empirical evidence regarding the effects of new town development on property rights transformation and its security level.

As the most direct subject of collective forestland tenure reform, rural households’ forestry production behavior is an important guarantee for the promotion of sustainable forestry development. Based on the survey data of 12,760 rural households in 9 provinces in China, we construct a theoretical analysis framework of the impact of collective forestland tenure reform on rural households’ forestry inputs from the perspective of rural household differentiation and inter-generational differences, and elucidate the mechanism of the effect of collective forestland tenure reform on rural households’ forestry inputs in the context of rural household differentiation and inter-generational differences. The results of the empirical analysis show that collective forestland tenure reform significantly increases rural households’ forestry inputs; this effect has a differentiated impact on rural households with different degrees of differentiation and inter-generational differences. Although the collective forestland tenure reform provides a good institutional environment for households to increase the enthusiasm of forestry inputs, the positive incentive effect of collective forestland tenure reform tends to decline as the degree of households’ differentiation and inter-generational differences deepen. Therefore, this research tries to provide an “indirect” policy adjustment idea to deepen the policies related to collective forestland tenure reform by starting from the differentiation of households and inter-generational differences.

Relationship between Land Property Security and Brazilian Amazon Deforestation in the Mato Grosso State during the Period 2013–2018

This research examines the relations between forest decrease and legal property security in Mato Grosso State, Brazil. The study area encompasses 133,090.4 km2 of the Amazonian biome, belonging to the Brazilian Legal Amazon, located at the arc of deforestation where agriculture and cattle ranching compete with the native vegetation cover. Cadastral monitoring and certification of productive land plots are Brazil’s public policies to implement to tackle these environmental challenges. In this context, we crossed the Land Management System (SIGEF) dataset launched in 2013 from the National Institute for Agrarian Reform and the Amazon Deforestation Monitoring Program (PRODES) dataset from the Brazilian National Institute of Space Research (INPE). The analysis considered the 2013–2018 period with public and private land plots and evaluated the differences in smallholders and large landowners’ deforesting behavior. The results demonstrate that the primacy of certified properties was in private land (94%), with a small portion of the public land (6%). Most properties have <80% forest coverage on certification, corresponding to 85% on private properties and 95% on public properties. This fact is important because environmental legislation in the Amazon region establishes a legal reserve of 80% in forest areas. The results show that the smaller the property, the greater the percentage of proportional deforestation in the certification. In the biennium, considering before and after certification, a proportion of 8% of private properties and 28% of public properties with vegetation cover had deforestation. The results demonstrate the tendency for smaller properties to deforest proportionally more than larger ones. The annual difference series in properties registered in 2015 demonstrates that the highest deforestation occurrence was in the year of certification in private properties and the subsequent year in public properties. The SIGEF system is relatively new, requiring more time to establish a consolidated trend. The combination of property rights and effective compliance with environmental legislation allows the conservation of the forest. However, it is essential to improve inspection. Land ownership inserts the owner into a system of rules to properly use natural resources, constituting a legal instrument to guide human action.
