Does mental health affect continued participation in the workfare program? The South Korean case

Abstract: This study found that individuals with poor mental health were four times as likely as those without mental health problems to leave workfare programs for negative reasons. Strategies need to be developed for mental health screening and service provision, referral and monitoring among South Korean workfare program participants.

The Short Employment Hope Scale (EHS-14) has been developed in the United States to assess an individual's level of psychological self-sufficiency-a complementary measure to the widely used economic self-sufficiency in workforce development programs. This study examined the comparability of the EHS-14 between U.S. and South Korean low-income job seeker groups. A multisample confirmatory factor analysis (CFA) and a series of invariance tests were conducted to validate EHS-14 using two independent samples. A latent means analysis (LMA) was used to test the latent mean difference between the two samples. The results indicate that CFAs on both U.S. and South Korean samples verified the four-factor structure of EHS-14. The study also found evidence for cross-national equivalence, based on satisfying configural, metric, scalar, and factor covariance invariance. LMA results found no significant difference between the two samples. EHS-14 was found to be a reliable and valid measure with cross-cultural applicability in the South Korean socio-politico-economic context. EHS-14 can be used to benchmark the client empowerment process and monitor individualized human development paths to employment success.

The Perceived Employment Barrier Scale (PEBS) has been validated as a tool to assess low-income individuals' level of employment barriers in the United States. Using samples from workforce development programs in the United States and South Korea, this study aims to examine the comparability of this measure and to compare score differences on the five factors of PEBS between the two samples. Evidence for cross-sample equivalence was found, indicating crossnational comparability. Furthermore, the South Korean sample perceived significantly higher on human capital barriers compared to the United States. Implications for workforce development practice and research in the United States and South Korea are discussed.

Purpose: This randomized controlled trial (RCT) study examined the efficacy of the Transforming Impossible into Possible (TIP) program for low-income, low-skilled jobseekers in the Self-Sufficiency Program (SSP) in South Korea. Method: A total of 169 participants in SSP regional centers were randomly assigned to the intervention group (104 participants) and the wait-list control group (65 participants). Employment hope, perceived employment barriers, economic self-sufficiency (ESS), self-esteem and self-efficacy were measured at two time points, and data were analyzed using a paired sample t-test and an analysis of covariance (ANCOVA). Results: The TIP intervention group showed statistically significant increase in employment hope, ESS, self-esteem, and self-efficacy. The ANCOVA result indicated significant pre–post score differences in these variables between the TIP and the control groups. Discussion: TIP program can be effective in increasing psychological capital for low-income and low-skilled jobseekers. Further research ought to replicate the current RCT study to determine its application to other populations.
