This paper addresses the question BHow does the fight against organized crime affect regional entrepreneurship?^We focus on asset confiscation in relation to alleged connections of their owners with organized crime, a highly debated policy measure against organized crime. Extending work on institutions and regional entrepreneurship, we propose that confiscation has contrasting effects on regional entries. On the one hand, confiscation of economic assets associated with criminal organizations' legitimate activities in a region reduces competition and triggers renewal, fostering new entries. On the other hand, seizure of criminal organizations' operational assets weakens their ability to exercise sovereignty, creating an institutional vacuum that lowers founding rates. Our results, based on a longitudinal study of Italian provinces between 2009 and 2013, provide support for both hypotheses. We also find that the negative effect associated with the confiscation of operational assets is mitigated when local governments have policies facilitating asset redeployment.

Institutional drivers of high-growth firms: country-level evidence from 26 transition economies

High-growth firms (HCF) represent a highly desirable subset of firms, which provide disproportionate economic gains, and greater insight into their determinants which is of interest to policymakers, scholars and business owners. We contribute to the literature on HGFs, which is largely absent of cross-national institutional studies, by examining the institutional conditions driving HGFs in 26 transition countries over a long period comprising three panels between 1998 and 2009. Using an institutional hierarchy approach, we test for the influence of formal and informal institutions on HGF prevalence in countries. Our analysis relies first on a principal component analysis to identify institutional factors. Second, we use GLS estimation to test the influence of these three factors on HGF prevalence in a country, followed by a robustness check. Our results show that interaction effects, rather than direct effects, are useful in explaining systematic variations in HGFs prevalence in transition economies. We find that the interaction between formal and informal institutions positively influences HGFs. Further, we find that in fast-reforming transition economies, more burdensome formal institutions discourage HGFs but in slowreforming transition economies, informal institutions encourage HGFs.

La dificultad de iniciar un negocio, con relación a los trámites administrativos, ha despertado el interés de los investigadores de diferentes ámbitos científicos. Pero además, añadido al problema de la burocracia administrativa, nos encontramos que la actividad emprendedora se ve influenciada por instituciones informales como la corrupción, que se hacen visibles en el proceso emprendedor. El presente trabajo de investigación analiza la evolución científica con relación a la influencia de la corrupción y la regulación en la actividad emprendedora en función del crecimiento económico, bajo el enfoque de la Teoría Económica Institucional. A través del análisis de los trabajos publicados, el porcentaje de los mismos en el campo de investigación y el índice de citación de los mismos, nuestras primeras conclusiones nos llevan a pensar que en los últimos años existe un especial interés en la influencia de la corrupción y la regulación en la actividad emprendedora.
