This is a survey paper on aid effectiveness in terms of the contribution of development assistance to economic growth and poverty reduction. The article focuses primarily on the most recent generation of cross‐country studies. It concludes that there is a set of broad areas where the evidence reviewed shows signs of convergence that have direct relevance for policy decisions on aid and for aid‐effectiveness discussions. These areas are: aid levels (meaning if the level of aid is too low or too high); domestic political institutions (including political stability and the extent of decentralisation); the composition of aid (including sectors, modalities, objectives and time horizons); and the volatility and fragmentation of aid. We also identify two areas where there is little sign of convergence in the evidence: the importance or otherwise of ‘good’, meaning orthodox macroeconomic policies and whether grants are more effective than loans.

Revista de Evaluación de Programas y Políticas ResumenEl articulo pasa revista a la literatura especializada en la eficacia agregada de la ayuda. En concreto, considera lo estudios orientados a determinar el efecto agregado que la ayuda internacional tiene sobre el crecimiento económico del receptor. En el análisis se considera tanto el enfoque y los procedimientos estadísticos utilizados por los estudios como los resultados a los que acceden, deteniéndose muy especialmente en los trabajos elaborados en la última década. Finalmente, se presenta una posible justificación del limitado balance que emana de esta literatura y se sugieren algunas de sus más compartidas conclusiones que, si bien limitadas, debieran ser tomadas en cuenta por los gestores de la ayuda.Palabras Clave: Eficacia de la ayuda; impacto macro de la ayuda; crecimiento económico; convergencia económica. Abstract:The article reviews the specialized literature on macroeconomic aid effectiveness.More precisely, it considers those studies focused on measuring the effect that international aid has on the recipient countries´ economic growth. The analysis takes into account the approach and the statistic procedures applied by the most influential studies as well as the main results that they reach. The review pays close attention to those works published in the last decade. Causes of the few conclusive results of this literature are discussed and the article tries to underline those conclusions that raise wider consensus. These conclusions should be taken into account by policy makers.

Do Developing‐country WTO Members Receive More Aid for Trade (AfT)?

Since the World Trade Organization (WTO) Doha Development Agenda (DDA) negotiations started in 2001, the importance of aid for trade (AfT) has been well recognised as a useful tool for facilitating trade, economic growth and social development in developing countries. At the WTO Hong Kong Ministerial Conference in December 2005, the ‘AfT initiative’ was launched and many high‐income member countries pledged to increase their AfT contributions, particularly for the least developed member countries (LDC). This paper aims to assess whether and to what extent the WTO's developing member countries have received more AfT. For this purpose, a system generalised method of moments is applied to a sample of 118 recipient countries for the period 2001–10. We find evidence that while LDC WTO members on average receive relatively more AfT than other developing countries, the difference has not increased since launch of the AfT initiative. Among the three categories of AfT, the positive WTO membership effect for LDC members increased for building productive capacity and for trade policy and regulation, but declined for infrastructure.
