“…Finally, the concept of interest includes powers, actors, and agendas (Afionis et al, 2020; Dutton & Lockwood, 2017; Skovgaard, 2018). Similarly, symbols or images express stakeholders' conceptions of environmental issues (Chong & Druckman, 2007; Christensen, 2022; Darjee et al, 2021; Straus, 2011). Thus, public policies tend to be coherent or incoherent when they (or domains) do or do not share a common system of ideas, culture, symbols, beliefs, or values (Baker et al, 2019; Behboudi et al, 2015; Jordan & Halpin, 2006; Kengoum Djiegni et al, 2016; Skovgaard, 2018).…”

“…There has been contention over the local government often presenting itself as an extension of MoFALD rather than an independent local governing body. MoFALD administers local governance and may not consider climate change within its purview, which potentially dissuades other ministries from delegating local government to carry out initiatives related to climate change [ 86 ].…”

“…The incorporation of community adaptation to climate change into current development will make successful responses ever more feasible (Bocchiola et al, 2019;Gentle et al, 2014;Gomez-Zavaglia et al, 2020;Lamichhane et al, 2022). Darjee et al (2021) and Poudel et al (2020) also note that the impact of including community climate adaptation as inputs of development projects will mitigate the climate risks of both short-term and long-term precipitation variability.…”
