Distribution of oil spill response capability through considering probable incident, environmental sensitivity and geographical weather in Vietnamese waters

Abstract: Various occurrences of marine incidental oil spills in the Vietnamese waters require effective high response system. The probability of oil spill, environmental sensitivity, and geographical weather conditions were simultaneously considered to calculate the distribution of the oil spill response capability (OSRC). In this contribution, 13 important factors (3 priority protected areas, marine traffic, max. amount spill, industrial installation, offshore activities, historical spill, distance to spill, sea state… Show more

“…The potential benefits of weather routing in navigation and its optimization are well studied in [1]- [4]. The aim of weather routing services is to support to ship master [5], [6] to reach minimum time. Nowadays, with the legal air emissions from the vessel and the increasing oil price, various optimal voyage is combined with weather routing measures [7]- [9] in order to support making optimum routing and ship's speed [10], considering the minimum fuel consumption [11], reaching time arrival, and ship's safety [12].…”

“…The algorithm has a significant impact on the determination of optimal vessel routing and solving time. Each optimal method has its pros and cons and may be suitable for specific ships, depending on the requirement of arrival time, ship motion safety, or/and energy efficiency [6], [14], [23]. The isochrone measure has been widely used for the estimated arrival time of routing plans, limiting value for other variables and constraints.…”

“…Oil, as a significant factor affecting economic development and human life (Prendergast & Gschwend, 2014) has increased the worldwide seaborne trade of oil via tankers, as well as the oil exploration and production industries, resulting in significant benefits for diverse locales, regions, and nations * Corresponding author E-mail address: muge.buber@deu.edu.tr (M. Buber) (Hung et al, 2018;Wang et al, 2022). According to data findings (Sirimanne et al, 2019), oil tanker deadweight tonnage increased from 0.337 billion in 1980 to 0.601 billion in 2020, while the number of oil tankers increased from 10,609 in 2010 to 11,268 in 2020.…”

“…According to data findings (Sirimanne et al, 2019), oil tanker deadweight tonnage increased from 0.337 billion in 1980 to 0.601 billion in 2020, while the number of oil tankers increased from 10,609 in 2010 to 11,268 in 2020. However, as oil transportation increased, the risk of oil spills affecting marine ecosystems and coastal resources enhanced, resulting in the loss of fisheries, aquaculture, and tourism industries, as well as severe damage to social and environmental values (Li et al, 2016;Hung et al, 2018;Chen et al, 2019). According to ITOPF (2021) statistical data report, statistics on tanker spills more than 7 tones have showed a substantial decline over the last half-century.…”
