Abstract: PurposeThis study aims to present a communication model for promoting value co-creation between citizens and policymakers and to draw out proposals on the rationale in implementing nudge effect as well as key policy implications. The paper also revisits the close relationship between information senders and receivers (citizens) from the perspective of “citizen behaviour change” and focuses on the nudge effect, which strengthens the communication skills of policymakers (information senders) and accelerates the … Show more

“… Education should contribute to the creation of a symbiotic society and the health of the planet. In considering the health of the local and global communities in which we live, rather than introducing multiple structural strategies such as regulatory policies and sanctions, it is important to appeal to people’s psychology, encourage cooperative behaviour, avoid social dilemmas, and solve problems from a medium- to long-term perspective, which is also an effective perspective from the perspective of the sustainability of problem solving [ 23 ]. Education should contribute to the maintenance of cultural diversity, which should be the basis of the three elements of society, economy and environment and lead to the creation of communities with stable and flexible cultures.…”

“…Thus, although this study presents the results of an empirical analysis that directed suggestive results, it is necessary to further strengthen these suggestions and generalize the findings obtained. For example, one way to build consensus between citizens and the government is to encourage information sharing and behavior change through nudge effects that do not involve a financial burden, as emphasized by Oe and Yamaoka (2021). Furthermore, it goes without saying that in order to promote information sharing and mutual understanding among citizens, it is necessary to devise ways of communicating information and promoting understanding.…”

“…Furthermore, it goes without saying that in order to promote information sharing and mutual understanding among citizens, it is necessary to devise ways of communicating information and promoting understanding. In the future, we are determined to raise issues from these perspectives and to conduct more elaborate research and study on this theme (Oe and Yamaoka 2021;Oe et al 2022).…”
