Discursive destabilisation of socio-technical regimes: Negative storylines and the discursive vulnerability of historical American railroads

Abstract: Incumbent socio-technical regimes based on fossil fuels probably cannot be destabilised to the extent necessary to achieve major reductions in carbon emissions without significant policy action. Policy actors, however, remain loyal to fossil fuels. Effective transitions to sustainability will therefore require the identification of political vulnerabilities in fossil fuel regimes. This article identifies one such vulnerability in the form of negative storylines. It describes the development of these storylines… Show more

“…Negative debates about environmental, health or other aspects of food products are therefore likely to strike a chord with the wider public. These normative contestations, which we figuratively refer to as 'rage against the regime' 3 , may erode and destabilise the cultural legitimacy of existing regimes (Elzen et al, 2011;Roberts, 2017). Additionally, cultural debates may stimulate niche development (Geels and Verhees, 2011), because positive meanings may attract attention and influence consumer purchasing.…”

“…For example, the level of resistance to nuclear energy in Germany compared with France, or to fracking in the United Kingdom compared with the United States show that policy success in supporting certain technologies can depend a great deal on their cultural legitimacy, which depends on local cultural and discursive factors. Roberts [76] shows that broad cultural discourses, (an anti-trust mentality in his case study on the American railways), can destabilise powerful incumbent socio-technical regimes. Kuzemko et al [18] show the importance of democratic structures, norms and values in governing energy system change.…”

“…A phase-out of coal-fired power plants would imply significant losses in the budget of municipalities. There are also highly localized historical reasons for sticking to an old technology, in particular coal mining which is often seen in melancholic terms, and acts as a further lock-in effect [71].…”
