The BRICS countries: Brazil, Russia, India, China, and South Africa, including Ethiopia, Egypt, Argentina, and Saudi Arabia are emerging as key players in the global economy with significant economic growth and influence on the world stage. However, despite their economic strength, global inequality remains a pressing issue, with disparities in income, wealth, and development persisting around the BRICS bloc and the rest of the world. The BRICS countries are seen as a comforting alternative and emerging force that can play a significant role in addressing global inequality, applying collaboration to help find solutions for challenges facing the global South, and steering the global economy towards more inclusive and sustainable growth. They represent a diverse group of economies with a combined population of over 3 billion people and a significant share of the global GDP. By working together, the BRICS countries have the potential to leverage their collective strength and influence to drive positive change on a global scale. One of the key ways in which the BRICS nations can help address global inequality is through promoting inclusive economic growth and development. This includes investing in education, healthcare, infrastructure, and social safety nets to ensure that all members of society have the opportunity to benefit from economic growth. The BRICS nations are also working together to address issues such as trade barriers, financial regulation, and infrastructure development to create a more level playing field for all countries. Additionally, the BRICS nations are investing efforts using their influence to advocate for reforms in global governance institutions such as the IMF, World Bank, and WTO to ensure that the interests of developing countries are better represented and that there is greater transparency and accountability in the global economic system. While this effort seems to be significant for the Global South, there are still many challenges that must be addressed to achieve more equal and inclusive global economic growth. However, it is expected that by working together and leveraging their collective strength, the BRICS nations have the potential to play a significant role in steering the global economy towards a more equitable and sustainable future. This paper examines perspectives on how the BRICS countries could succeed in steering the global economy. Various literature and research work of eminent experts were explored to understand better the influence of the BRICS countries in driving positive and dynamic change on a global scale, as well as efforts to address global inequality.

As indicated in the lead chapter, the exploration of sustainable development (SD) at the higher education level in BRICS has been neglected. In fact, there is a scarcity of research studies exploring education for sustainable development (ESD) within the higher education sector, especially through the comparative method. Considering the potential of higher education institutions (HEIs) to shape sustainability-orientated citizens capable of making decisions and taking action to address global challenges, we believe that the examination of higher education for sustainable development (HESD) is a matter of urgency.The ten chapters of this manuscript contain original research and provide rich information on HESD in the BRICS countries. Some of the chapters are comparative in nature, zooming on specific BRICS countries, while others delve deeper into one specific member state, showcasing findings and interpretations that can be informative to and applied by other contexts. The collective chapters of this manuscript followed an interpretive paradigm focusing on understanding the world around us, in this case the sector of higher education in BRICS. Relevant methodologies and data collection methods are described in each individual chapter. The chapters are not driven by a specific theory; however, they are informed by the notion of 'becoming'. In alignment with that notion, the authors of the chapters acknowledge the constant changes, often caused by humans, to human life and the planet that require action to transform higher education for the benefit of sustainable societies. Conceptualization and Coordination of Competing Discourses: The Theory of Cultural Policy

The article explores the process of formation of competing discourses by different subjects of cultural policy, revealing deep discrepancies in the strategies of their interaction and the need to develop new models. There is noted the multi-subject nature of cultural policy and the decentralization of the culture management system, as well as the importance of the scientific and analytical justifications and conventional principles that ensure coordinated schematization of actions in the context of a complex and dynamically transforming reality. This leads to the increasing importance of the role of the expert scientific community of culturologists, who provide conceptual categorization and translation of perceptual and empirical data to the logical and conceptual level based on modern methodological principles of research, as well as interpretation that is inextricably present in the unfolding of meanings and the perception of institutional and everyday events. This justification is relevant and in demand in the situation of openness and permanent incompleteness of cultural and civilizational changes, plurality of cultures and socio-cultural diversity, since it is aimed at coordinating conceptual constants and value orientations discursively transmitted by different subjects of cultural policy. Revealing the ambivalence of discourses that focus both on the development and modernization, and the revitalization of archaism, on mythologization, the author speaks about the retention of the value-semantic core and the integrity of culture, which allows for alternative design practices and helps to overcome information pressure factors and reduce the risks of digital coding of public consciousness.For the first time, the article offers a systematization of the factors accompanying the process of making managerial decisions that affect the state of culture in society. Critical and reflexive thinking of culturologists provides a high level of expertise and conceptualization of discourses of cultural policy. The article raises the question of the expanding prospects for the inclusion of discourses of various subjects of cultural policy in the digital environment and the space of mass media.
