The properties of low-lying states in 133Xe are described by coupling a three-neutronhole cluster to the quadrupole vibrational field. The results obtained by diagonalization of the model Hamiltonian and qualitative predictions based on Generalized Vibrational Intensity and Selection Rules (GVISR) are discussed. The results obtained in the present paper are compatible with recent experimental data on 133Xe. Further experimental tests of the model are suggested.
