The race of states for digital leadership faces the challenges of digital transformation foresight, providing combinatorial effects and acceleration of digitalization processes, contributing to a more efficient allocation of limited financial resources. This situation determines the relevance of the authors’ study, which aims to develop an appropriate model for the allocation of funds for digital technologies. The methodology of the study is based on the concepts of technological modes and cyclical development of the economy. The paper presents the authors’ definition of the concept “digital space,” which is new to Russian scientific literature. The key research method is mathematical modeling. The scientific novelty of the paper is chronological architectonics of digital transformations, built by the authors, and the model of distribution of financing under the investment constraints due to the trust limit of the society institutions, the time of fluctuations of the system of technological adaptation, and the response of the institutional environment to the digital limits of the transformations. The practical significance of the proposed models is the identified tandem interconnected digital technologies of the areas of combinatorial effects that accelerate the dynamics of Industry 4.0, as well as the resulting tools for the effective management of digital technology financing. The obtained theoretical and empirical results are desirable for the heads of government agencies, foundations, corporations, and development agencies, as well as enterprises interested in accelerating digital transformation and increasing strategic competitiveness in the digital space.

This panel brings together emerging scholarship that challenges the contemporary hold of major platforms over public and private life. It critically questions the scope, valence, and embeddedness of platforms in the everyday, challenging (commercial) platformization as the new normal. We attempt to offer new ways of managing, changing and co-opting platforms for the benefit of end-users rather than proprietors only. To this end, the panel discusses and debates 'non-market' approaches to tackling social and environmental effects of platforms. It is designed to build on recent work within infrastructure, platform and critical data studies to suggest alternative approaches to the neoliberal ordering of economic life. A central question is whether the data streams monetized by “big tech” can be harnessed for public, democratic, or socialist ends; in doing so, bringing them 'in house' and into competition with big tech itself. In other words, the panel takes a “protocological” (Galloway 2004) resistance approach, in appropriating the methods of algorithmic- and data-governance occurring under platformization, and utilising them at the regional (state) or (hyper-)local (city, city block) level. Moreover, it seeks to highlight examples of successful community-based and cooperative instances of platformization. Looking at the seemingly ruthless efficiency of Google, Apple, Facebook, Amazon and Microsoft (GAFAM) in the extraction of value through digital means, the panellists ask: what would resistance look like if we use the economic and infrastructural strategies levied against us? $2 Galloway, A. In the contemporary era of information, it is a critical challenge for city managers to meet the demands of their citizens at the same pace as the development of its information technology resources. Guarapuava is an example of a centennial town that has been predominantly agricultural and now seeks to adjust to the population density and the new information age. Much like Guarapuava, many cities in Brazil and around the world are in a similar condition. The new reality of many towns is challenging for municipal managers. Strategic digital city is the application of information technology resources in the management of the city. The objective of this paper is to analyse the decision-making processes, strategies, public services, information technologies, and relationships with strategic digital city issues in the city of Guarapuava, Parana, Brazil. Using a survey methodology based on the research variables, we showed that the municipality has informal characteristics of the concept of a strategic digital city. Based on the results, the evidence domain types in the city are predominant for internet and colleagues inside the organization on a daily base. Google scholar is the most consulted research source of evidence. Respondents well know the term methodology. Their attitudes towards scientific research show that it is essential for managers and that managers are aware of how to use that technology. Related to evidence-based management the respondents, in general, agreed that using by evidence-based practices, managers can improve the quality of their work, and that this should be part of their formal education. Citizens should be utilised more as a source of evidence as well, as they are the users of the institutions. The strategies are more focused on the government and its administration, however, these strategies could include areas like science and technology. The city offers electronic public services to improve citizens lives, and to be more transparent in sharing information through these alternative channels. The analysis revealed the effort of the town to include citizens in the digital era, and its attempt to connect with them. The research serves as a reference for other municipalities with an interest in analysing projects related to the decision-making process, strategies, information, public services, and use of its IT resources. The study is also a contribution to academic knowledge in relation to the study of public policies related to urban management. Finally, the study contributes to the field of research related to the study of strategic digital city, serving as a basis for future studies in this discipline.
