On the basis of panel data taken from 226 Chinese cities in the period 2008 to 2019, this paper measures urban green innovation efficiency, with the help of the unexpected production output-stochastic block model (UPO-SBM), and applies the propensity score matching difference-in-differences (PSM-DID) model to analyze the impact of low-carbon city pilot policies (LCPP) on urban green innovation efficiency. This paper also applies a mediation effect model to analyze the mechanism of the LCPP that enhances urban green innovation efficiency, and also attempts to explore the impact of the LCPP on the green innovation efficiency of various types of cities by engaging with multiple dimensions. The results of the study shows that: (1) When all other conditions remain unchanged, the average promotion effect of the implementation of the LCPP on urban green innovation efficiency is 21.77%; (2) at 1% significance level, the mediating effect of financial technology R&D expenditure and environmental governance expenditure is 0.0664 and 0.0283, respectively, confirming that both are important to the role that LCPP plays; (3) at 5% significance level, the exogenous policy effect of the LCPP on urban green innovation efficiency is more obvious in cities with a larger population size and higher degree of development, whose pillar industry is heavy industry.

Data are the core element of digital transformation. Data factor marketization (DFM) is critical in the process of digital transformation, which promotes urban green development. This paper analyzes the role of digitization in urban environmental sustainability. We investigate the effects of DFM on environmental pollution (EP) using a difference-in-differences approach and data from 283 cities in China from 2006 to 2019. The findings reveal that cities implementing DFM demonstrate an average reduction in EP of 2.67%. The mechanism behind DFM lowering EP involves fostering green innovation, increasing public awareness of environmental issues, attracting IT professionals, optimizing the industrial structure, and enhancing digital finance capabilities. Large cities, cities in the south, and those not primarily dependent on natural resources exhibit a more pronounced reduction in EP through DFM. Implementing policies related to digital infrastructure and enhancing the protection of urban intellectual property rights further amplifies the effect of DFM in reducing pollution. Additionally, this effect exhibits spatial spillover effects. This study contributes to the existing literature by (1) demonstrating DFM’s role in improving urban environmental quality in China through digital technology and market mechanisms, thereby aligning economic growth with ecological sustainability; (2) emphasizing the importance of public engagement in environmental stewardship through increased awareness and community participation in policymaking, as well as fostering social inclusion and ecological conservation; (3) emphasizing spatial spillover effects, the importance of inter-city collaboration in environmental policies, and advocating for comprehensive strategies to achieve broader environmental improvements across urban areas.

Towards Urban Sustainable Development: The Effect of New Type Urbanization on Energy Utilization Efficiency

Energy utilization efficiency (EUE) has always been an important concern during urban sustainable development. The new type urbanization comprehensive pilot policy (NTU policy) is a major initiative to promote urbanization in China, with one of the main objectives of this policy being to enhance the capacity of cities to develop sustainably. This study examines the impact of the NTU policy on EUE using the difference-in-differences model. The study finds that the NTU policy remarkably improves the EUE. This finding still holds up following a number of robustness tests. Mechanism analysis indicates that NTU policy improves EUE by promoting green technology innovation and industrial structure upgrading. Heterogeneity analysis indicates that NTU policy is significantly more useful in improving EUE when implemented in the eastern regions, high administrative level regions, high population density regions, old industrial regions, and high EUE lever regions. This study provides a reference for energy efficiency improvement in China and empirical evidence for sustainable paths of urbanization in other countries.
