Digital behavioral technology, vulnerability and justice: towards an integrated approach

Abstract: The paper introduces the notion of 'digital behavioral technologies' and discusses them from the perspectives of vulnerability and justice, thereby integrating perspectives from bioethics or public health ethics and political philosophy. Digital behavioral technologies have seen a massive uptake in recent years, but the market for them is hardly regulated. We argue that understanding the impact of digital behavioral technologies requires understanding individuals not as abstract, atomized agents, but rather to… Show more

“… 22 , 23 However, in our view and according to other authors, these issues are less in the spotlight of public discussion and research. 2 , 24 , 26 Furthermore, such research on the ethical and societal aspects of CHTs refers to rather sparse empirical evidence and proposes to conceptualize such unintended effects more precisely and better document them. 23 Although systematic review articles of the growing amount of empirical research have been published, and systematize the research base according to themes on the user level, like motivations, reasons for continuance, and effects of CHT use, 27 they lack an ethical perspective.…”

“…Another objective is to systematize those effects better and relate them to societal trends based on the (more) theoretical literature on self-tracking. For this purpose, we use a user typology not only as a tool to think about the ethical issues of CHT effects, especially regarding individual or group-related vulnerabilities, 2 , 26 but also as a starting point for investigating them more systematically. Such research is essential in order to find measures for the protection of CHTs users from unintended harm, and to counteract the widening of inequalities through digital health technologies.…”

“…My question is motivated by the ethical debate on mHealth that has only paid little attention to the implications of mHealth for structural injustice ( Herzog et al , 2022 ), particularly in the domain of public health ( Sauerborn et al , 2022 ). To answer this question, I am going to draw from the normative framework for structural injustice by Madison Powers and Ruth Faden ( Powers and Faden, 2006 , 2019 ).…”
