The relevance of the research topic is due to the fact that in modern conditions in Russia the regions (constituent entities of the Russian Federation) have a different level of socio-economic development, different degrees of production development, GRP per capita, as well as different levels of unemployment, employment, population income. All this also forms a different degree of investment attractiveness of regions, a different degree of living standards in them, affects in different ways on migration flows and determines different prospects for their development. Ultimately, a significant differentiation of regions in terms of the degree of socio-economic development negatively affects the economic security of the state. In a federation, regional development should be less differentiated, should be levelled, including under the influence of the federal centre. The purpose of the article is to assess the differentiation of the development of Russian regions using the example of Moscow, the Moscow region, the Sverdlovsk region and the Perm Krai, as well as to determine the prospects for the alignment of regional development. The main research results: the author noted that in order to reduce the differentiation of Russian regions and the asymmetry of regional development, the author sees it through stimulating the investment activity of the regions through improving tax legislation, providing benefits to industrial enterprises. At the same time, it is necessary to develop infrastructure, primarily transport and logistics.

The social and economic development sustainability depends on the numerical reproduction of population. Here, an important factor is the populationwelfare, the income received or the level of consumption. The possibility of a birth rate increase and a mortality decrease in the regions of the Russian Federation depending on the consumption variation is being studiedin this article. The information base of the research contains official statistical data on the indicators of birth rate, mortality and per capita consumption of the population in the Russian Federation’s regions. Numerical analysis and modeling of birth rate and mortality dependence on consumption were carried out according to the data reflected in the federal statistical accounting system for the period of 2011-2021 for 85 regions of the Russian Federation. The article considers techniques, algorithms and methods of mathematical and statistical modeling.The calculations of birth rate and mortality dependence on the per capita consumption factor made it possible to distinguish three main clusters among the regions of the Russian Federation.The first cluster with a specific monthly consumption of 13-46 thousand rubles contains 75 regions. The second cluster consists of regions with a specific monthly consumption of 13 thousand rubles and less. It includes Altai, Dagestan, Ingushetia, the Kabardino-Balkarian Republic, Kalmykia, the Karachay-Cherkess Republic, Mordovia, Tyva, the Chechen Republic. The third cluster includes the city of Moscow with the highest specific consumption in the Russian Federation (over 51 thousand rubles per month). Consumption values are calculated at comparable 2021 prices.The study revealed that for areas with average consumer spending, a 2-fold increase in consumption will increase the birth rate by 16.3% and reduce mortality by 15.9%.The obtained functions of a possible increase in the birth rate and reduction of mortality of the population can be used for demographic forecasts, as well as socio-economic development strategies

Introduction. Environmental and climatic problems of the Russian Federation have attracted considerable attention from scientists, politicians, as well as the general public. Human activities are a major cause of pollution and global warming, which necessitates the search for a new way of economic development reducing the adverse impact on the environment. The authors consider a low-carbon economy aimed at simultaneously solving economic, environmental, and climatic problems as such a guideline. Based on the research conducted the article identifies the constituent entities of the Russian Federation in which pilot projects for the transition of enterprises and cities to low-carbon development are most expedient to implement. The gained experience should be applied in other regions of the country in the future. Materials and Methods. Data from the Federal State Statistics Service and the Ministry of Natural Resources and Environment of the Russian Federation on 20 most populated constituent entities of the country were analyzed. In order to identify the regions with the largest volumes of various types of pollution, the data ranking method was applied. The authors have also carried out an analysis of relative indicators of natural resource intensity associated with emission into the atmosphere, discharges of polluted wastewater, and production of municipal solid waste. Results. The performed analysis has shown the heterogeneity of the environmental and economic development of the constituent entities of the Russian Federation. It has been concluded that among the regions considered, it is most expedient to implement pilot projects for low-carbon development in cities and in “polluting” industries located in the Kemerovo, Sverdlovsk, and Chelyabinsk Regions, as well as in the Krasnoyarsk Territory. Discussion and Conclusion. The results of the study can be used in the development of environmental programs, as well as in the development of directions for mitigating the environmental impact in the most polluted regions of the country and in industries with high natural resource intensity.
