Using a neo‐institutional framework, this study investigates how German police use Twitter for their communication. This is relevant, because the police increasingly use social media to bypass the media's gatekeeping function and attain increased agency in communication activities. However, little is known about their different communication strategies and their impact on user engagement. The analysis is based on an automated content analysis of all tweets (N = 137,771) sent out by the German police in 2019. It identifies different patterns regarding the usage of Twitter between police entities on different levels of governance and in differing types of environments and examines how these patterns translate into different levels of user engagement. We find that German police entities differ in their use of Twitter and that environmental and organizational aspects can explain these differences. Moreover, different patterns of social media usage also lead to differing levels of user engagement.

with few exceptions, consistently positive across gender, age and ethnic backgrounds.In France, the results indicate systematic discrimination of young people of a North African origin by the police. Compared to young people of French descent, the chance of experiencing a "stop-and-search" police encounter is more than twice as high. Finally, the attitudes of young people of North African origin toward the police are significantly worse than those of other young people in France.Zusammenfassend bestätigen die Ergebnisse dieser Studie, dass Jugendliche multiethnischer oder multikultureller Herkunft, welche gut in die Gesellschaft integriert sind, positive Bindungen zu Familie und Schule aufweisen und einen "risikoarmen" Lebensstil führen, im Durchschnitt ein besseres Verhältnis zur Polizei haben. Polizeihandlungen, die gezielt gegen Angehörige gewisser ethnischer Minderheiten gerichtet sind und damit den Anschein einer unfairen und diskriminierenden Haltung der Polizei vermitteln, können dieses Verhältnis jedoch schwer beeinträchtigen.

Die vorliegende Dissertation hat das Ziel, den derzeit stattfindenden, umfassenden Transformationsprozess, in dem sich die polizeiliche Bildungslandschaft befindet, unter Betrachtung zentraler Herausforderungen sowie deren Auswirkungen zu untersuchen und zu beschreiben sowie Handlungsansätze und -schritte aufzuzeigen, wie der Wandel innerhalb der Bildungslandschaft der Bayerischen Polizeiausbildung erfolgreich gestaltet werden kann. Folgende vier Themenkomplexe, welche für die Polizeiausbildung herausgehobene Relevanz besitzen, werden hierfür untersucht: * Körperliche Leistungsfähigkeit als Herausforderung für eine neue Generation an Polizeiauszubildenden (Studie 1) * Digitalisierung in Unterricht und Ausbildung (Studie 3) sowie * ihre zeitgemäße Umsetzung in Bezug auf Prüfungen und Lernzielkontrollen (Studie 2) * Moderne und zeitgemäße Polizeiarbeit – Zukünftige Chancen und Herausforderungen für die Polizeiausbildung (Studie 4) Hierfür wurden für die Studien 1 bis 3 jeweils die zu dem Zeitpunkt in der Ausbildung befindlichen Polizeiauszubildenden befragt sowie darüber hinaus noch Polizisten und Polizistinnen der Polizeiinspektion und Einsatzhundertschaft (Studie 1) sowie Lehrkräfte (Studie 3). Dabei kamen sowohl Längsschnitts- als auch Querschnittsanalysen zur Anwendung. Die Forschungsmethoden umfassten dabei neben quantitativen Erhebungsmethoden (Studie 2 und 3), ein triangulatorisches Forschungsdesign (Studie 1) sowie einen essayistisch geprägten wissenschaftlich-theoretischen Ansatz (Studie 4). Die Ergebnisse werden hinsichtlich ihrer Auswirkungen sowohl in Bezug auf die fachlich-inhaltliche, methodisch-didaktische als auch strukturell-organisationale Ausrichtung der Polizei(ausbildung) diskutiert. Abschließend werden weitere Fragestellungen für die zukünftige Forschung aufgezeigt und handlungspraktische Vorgehensweisen und Vorschläge für die polizeiliche Ausbildungspraxis vorgestellt. The aim of this dissertation is to examine and describe the comprehensive transformation process that currently takes place in the police education landscape, taking into account crucial challenges and their effects, and to show action approaches and steps to successfully shape the changes within the education landscape of Bavarian police training. Thus, the following four topics of particular relevance to police training will be examined: * Physical fitness as a challenge for a new generation of police trainees (Study 1) * Digitalisation in teaching and training (Study 3) and * its contemporary implementation in relation to examinations and learning objective assessments (Study 2) * Modern and contemporary policing - future opportunities and challenges for police training (study 4) For this purpose, the research-relevant data of the police trainees that were in training were collected and analysed for studies 1 to 3. In addition, research data from selected police officers at various police stations or the mobile squad was used for study 1 and research data from police instructors was used for study 3. Both longitudinal and cross-sectional analyses were conducted. The research methods included quantitative survey methods (study 2 and 3), a triangulatory research design (study 1) and an essayistic scientific-theoretical approach (study 4). The results will be discussed with regard to their effects on the content, methodological-didactic and structural-organisational orientation of the police and police training. Finally, further questions for future research will be identified and practical approaches and suggestions for police training practice will be presented.
