Nowadays, socio-cultural dynamics brings to the fore the question of the ability of national societies to ensure the actualization of their innovation potential. This article attempts to identify the socio-cultural determinants of innovative development in Malaysia and Singapore. As of today, the socio-philosophical discourse has not accumulated sufficiently comprehensive generalizations about the socio-cultural mechanisms for ensuring the innovative development of societies in Malaysia and Singapore. The socio-philosophical generalization of the progress on the innovative development of these two societies, proposed in the framework of policy, economic, educational discourses, was carried out. As a research methodology, the approaches of cultural and religious studies were used to analyze the socio-cultural context of innovative development of the studied societies, as well as classical and modern approaches of the theories of post-industrial (information, knowledge) societies. There is reason to believe that the innovative society of East Asian countries, such as Singapore and Malaysia, is approaching in its development to a qualitatively new period, characterized by a paradigm shift in the role of information and ICT in all spheres of public life. It was possible to substantiate the thesis that the paradigmatic shift to the information society of a new model, namely the innovation society, in Malaysia and Singapore is an accentuation of the intellectual component of information. In particular, it is demonstrated that the structural organization of integrity, both at the level of society of these states and the level of individual institutions, acquires the characteristics of rhizomorphism, networking to change the hierarchy and rigid management vertical. It has been demonstrated that Malaysia and Singapore's public governance strategies, such as government programs or large-scale business projects, often based on the principles of integrativeness, complementarity, and interchangeability.

The authors state the transition of the modern materialistic worldview paradigm to the idealistic paradigm. The transition to a new view of the nature of reality essentially turns modern education to the defining meanings of Plato's Paideia. The authors reinterpret greek paideia taking into account the current knowledge in science and philosophy. The methods used by the authors have complex crossdisciplinary character. They combine the following basic strategies: the history of ideas, analytics, comparativistics, and phenomenology. The authors conclude that the role of the teacher is changing in the Mental Universe Model or the "Evolving Matter," which forms the basis of an idealistic paradigm. The teacher turns into an important actor of a student's brain neuroprogramming, who is directly responsible for the quality of his work. The authors proposed three basic higher-level cognitive strategies by means of which the teacher embodies the reinterpreted and modernized achievements of the greek paideia. The interrelationship between a teacher and a student gains harmony and provides a joint ascent to the image of a higher idea or to universal consciousness if: 1) a teacher does not provide knowledge, but sets tasks and solves them with a student. 2) the full value of a student's selfrealization depends directly on the usefulness of a teacher's self-realization. 3) choosing a teacher, a student chooses his way of life.

The article is devoted to the problem of communication between the earthly and unearthly mind. The authors contrasted Grice's theory of implicature with the Philosophy of the Cosmos. As a result, it has been found that the use of Grice's theory of implication at the scale of space exploration changes the meanings of the theory of implicature significantly. The opposition between Grice's theory of implicature and the Philosophy of the Cosmos updates the question "How acceptable are the similarities of the histories of cosmic civilizations at admissibility of similarity of the key phases of the physical, chemical, biological, and neurobiological evolution?" The study has shown that in the scope of space exploration, the meanings of the key term "the history of the cosmic civilization" are changing, in the question posed. They are formalized. The formalization of the term "history of the cosmic civilization" means the concentration of information in it, which is limited by the stages of neuroevolution and its external manifestations -"techne" (in the initial, antique senses). Based on the results obtained, the authors examined Grice's four maxims in space exploration and found their weak practical effect. It was proved that the basic Cooperative Principle, which was complemented by the Q and R Principles of Horn, effectively manifested itself in communication between space civilizations. The authors have concluded that 1) Grice's theory of implicature confirms the truth of the Philosophy of the Cosmos; 2) the main provisions of the theory of implicature are not refuted, however, they are specified.
