Devolution Dynamics of Spanish Local Government

Abstract: IntroductionThe literature on the economic dividend of devolution (that is, the transfer of powers from higher to lower levels of government), has been growing over the last few years. Many factors have prompted its blooming, among which we may highlight three. First, in the case of developed countries, the guises of subsidiarity, devolution, and federalism have prompted its analysis as a central policy issue both in the United States and in several European Union countries (Inman and Rubinfeld, 1997;1998). Se… Show more

“…Table 2 provides results on the Li (1996) Details on the specifics of the test are provided not only in Li (1996) but also in other applications such as Balaguer-Coll et al (2010). In brief, it consists of comparing two distributions based on kernel methods, making no assumptions on the shape of the distributions, and focusing on their entirety rather than simple summary statistics such as ANOVA, Kruskal-Wallis or Wilcoxon and related tests do.…”

“…For instance, Balaguer‐Coll et al. (, ) analyzed the links between overall cost efficiency and the decentralization power in Spain with more than 1,164 Spanish local authorities over 1,000 inhabitants for data from 1995 to 2005. Moreover, Cuadrado‐Ballesteros et al.…”

“…BENITO et al (2010) and ZAFRA-GÓMEZ and MUÑIZ-PÉREZ (2010) also evaluate the efficiency of local governments spending in Spain by means of DEA, while they apply a variety of statistical analysis -correlation coefficients, analysis of variance (ANOVA) and non-parametric tests -to investigate the influence of a number of variables on the efficiency scores. BALAGUER-COLL et al (2010a, 2010b carried out an FDH analysis to investigate the links between efficiency and the decentralization of municipalities with a population over 1000 people from twelve Spanish autonomous communities. 2 Their results do not provide a clear-cut answer as to whether enhanced decentralization or enhanced centralization helps to increase efficiency, though the results of BALAGUER-COLL et al (2010b) suggest that efficiency gains from enhancing decentralization would have increased over time.…”
