We analyse one of the most important policy experiences for industrial clustering in Southern China—the Specialised Towns programme—that has transformed some Chinese clusters into the backbone of global production chains. We offer a long-term, detailed overview of the policy programme and of Guangdong’s specialised towns, classifying them as endogenous or exogenous according to their features, and investigate their contribution to local growth and rebalancing. This analysis of the Specialised Towns programme contributes to the international debate on revisiting industrial policy and suggests that the discussion should conceive them as articulated processes to reach long-term societal objectives.

Foreign direct investments (FDIs) have been widely recognized as a crucial feature of the Chinese industrial development process. Over the past decades, China has been attracting huge amounts of inward FDIs as a consequence of both spontaneous market dynamics and place-based preferential policies at the sub-national level. However, the Chinese market exhibits large dissimilarities in terms of FDI localization across territories that are worth investigating at a more disaggregated level. In this regards, our study explores the determinants of attraction of inward FDIs in China, at the county level. It focuses on the pharmaceutical industry and attempts to assess whether factors related to location advantages, agglomeration dynamics, information cost effects and environmental regulation costs affect foreign firms’ localization choices as well as invested amounts in that location. By means of discrete choice models, our paper confirms the findings of the prevalent literature about the positive effects of location advantages on pharmaceutical FDI attraction. Different from our expectations, a higher proportion of foreign enterprises do not stimulate significant effects on FDI localization, while preferential policies and sectoral agglomeration are positively correlated with the localization of pharmaceutical foreign firms. Finally, our results suggest that investing firms tend to avoid areas with strict environment regulation.

In recent years, the structural changes in global manufacturing and the economic crisis have sparked renewed interest in the role of manufacturing sector in driving economic development. Based on data from the World Input–Output Database (WIOD), this article uses network analysis (NA) to describe and compare inter-sectoral linkages between manufacturing and other sectors in two national economies, Italy and China, characterized by different stages of industrialization. The main metrics of the networks identified (at both node and network level) are discussed from an economic perspective. Besides confirming that manufacturing still has a fundamental role as the main source of demand for other economic activities in both countries, results highlight some fundamental differences in the structural characteristics of inter-sectoral linkages between China and Italy. Our exploratory analysis provides policymakers a complementary framework to illustrate backward and forward linkage effects, as well as potential knowledge and technology flows between industries.
