Development of Unit Performance Effectiveness Measures Using Delphi Procedures

Abstract

This research was performed under Exploratory Development Task-Area PF.55.522.102 (Technique for Evaluating Marine Corps Training in Tactical-Field Exercises). The research was initiated in 1972 in response to a request from the Marine Corps Development and Education Command to develop unit performance measures and criteria for use in tactical field exerciss in corjunction with the Tactical Warfare Analysis and Evaluation System.
