8K video parameters were designed to provide an immersive experience; meanwhile, special considerations are necessary to assess the entire screen subjectively. This paper studies the video bit-rate required for 8K 119.88-Hz (120-Hz) and 59.94-Hz (60-Hz) the high efficiency video coding (HEVC)/H.265 temporal scalable coding based on subjective evaluation experiments. To investigate the appropriate bit-rate for both 8K 120- and 60-Hz videos for broadcasting purposes, we compress 8K 120-Hz test sequences using software that emulates our real-time HEVC encoder and conduct two types of experiments. The experimental results demonstrate that the required video bit-rate for 8K 120-Hz temporal scalable coding is estimated to be 85–110 Mbps, which is equivalent to the practical bit-rate for 8K 60-Hz videos, and the appropriate bit-rate for 8K 60-Hz video in 8K 120-Hz video at 85 Mbps is assumed to be ~80 Mbps. From the analyses of the encoded videos, it is confirmed that the experimental results are primarily influenced by the image quality on the slice boundary positioned at the middle of the screen height. When conducting the experiments, we determined settings referring to an initial 8K subjective assessment; we further mention requirements for future 8K subjective evaluations from the experimental results.

This paper introduces the world's first video and audio codec system that complies with 8K broadcasting standards and describes transmission experiments via a broadcasting satellite using this system. 8K Super Hi-Vision (8K) is a broadcasting system capable of highly realistic 8K Ultra High Definition Television (UHDTV) video and 22.2 multichannel audio. In Japan, domestic standards for 8K broadcasting were formulated in 2014 and 8K test broadcasting will begin in 2016. We have developed an 8K High Efficiency Video Coding (HEVC)/H.265 codec system that complies with the domestic standards. In this paper, we first explain the features and a roadmap for 8K broadcasting. We then introduce the features of the 8K HEVC/H.265 codec system developed. Finally, we describe transmission experiments using a satellite system that is equivalent to the one that will be used in test broadcasting. The results allowed us to confirm that the developed system provides high-quality transmission at the expected bit rate during test broadcasting.

Low power networks are considered nowadays as a fundamental environment for connecting and communicating various “things.” Such connected things form the hot topic Internet-of-Things (IoT) that emphasizes on better and smarter interconnected world. The two main important issues raised in the IoT are the transmitted bit-rate and the device processing capability limitations. In this paper, a smart Skipping Motion Estimation threshold (TSME) is implemented and elaborated to match the processing capabilities of the IoT devices. The proposed threshold aims to achieve a great reduction in the computations of the Motion Estimation (ME) process with acceptable bit-rate and high speed that are suitable for real time video applications. Simulation results show that there is great reductions in the computations represented by the Motion Estimation Time Saving percentage (METS%) up to 51% and 49% in case of using average and median functions, respectively. Implementation results of the proposed threshold unit on an FPGA show low cost hardware with a maximum hardware frequency of 379.140MHz.
