Over the last 20 years, transfer of the management of natural resources to local populations has been a major trend in the tropics. Many of these initiatives today incorporate the development of monitoring systems based on Criteria and Indicators (C&I), used to gauge environmental, socio-economic, and institutional consequences over a long period of time. The design of C&I at a local level involves combining scientific expertise with traditional ecological knowledge. There are numerous methods of merging these two branches of knowledge and developing a local monitoring system. The difficulty lies in setting up these local monitoring systems. A review of the literature available demonstrates that the handing over of monitoring systems to local communities has rarely been successful. In almost every case study, when the donor agency initiating the process withdrew, monitoring was either much less intensive or came to a complete stop. Despite this blatant deficiency local monitoring systems constitute an almost compulsory component of any donor-funded program/project dealing with sustainable management of natural resources. In our views, the real implementation of C&I by and for communities can only be achieved if there is a genuine devolution of management power, including responsibilities and benefits, to local stakeholders. Unless they link environmental changes to the communities' own management decisions, formal participative monitoring systems will continue to fail.

Urban development and alterations in local/urban/sub-urban expansion plans is usually based on the analysis of spatial indicators and how they induce the future development in a specifi c area. For this structural reason the alterations of urban plans mainly occur under a surface observation and analysis of the spatial characteristics. Examining the issue under a more comprehensive framework we also focus on other characteristics such as social and economic policies, health and education, transportation, commercial, etc. that dominate on the development. Thus, urban sustainability indicators from a broad spectrum of activities should be introduced during urban planning. This paper investigates and analyzes the use of such urban sustainability indicators in spatial planning through the use of geographical information systems (GIS) designed for this reason.

Energy challenges of today encompass a paradigm shift, moving from centralized systems focused on energy production to a decentralized management approach. Local authorities have an important role to play in promoting sustainable energy systems. Initiatives emerging in the European Union and in other parts of the world, such as the Covenant of Mayors or the Clinton Climate Initiative, stress the fact that cities are important actors for implementing sustainable energy policies and their actions must be encouraged and supported. However, current processes of energy planning and assessment at the local level are still lacking a common and systematic methodology for the evaluation of energy sustainability. The development of energy and climate change policies, as well as the implementation of sustainable energy action plans, stresses the need for monitoring and reporting the progress towards sustainable energy goals. This paper presents a review on how energy is included in the main sets of sustainable development indicators and discusses its commonalities and differences. It also addresses the issues of applicability and measurability at the local level, since most of the energy indicators were designed to be used at the national level. It then attempts to identify existing gaps in the evaluation of local energy sustainability, and ends up with a proposal of a core set of indicators that can be used to assess in a comprehensive way the performance of local energy systems.The local level set of indicators proposed seeks to provide insights to local decision-makers by measuring and tracking progress towards the several dimensions of sustainability in what regards the local energy system, and its management structure.
