The sustainable development and energy security are currently the priority challenges for the European Union countries. The sustainable and stable development of European economies is closely dependent on the stable access to energy resources. The constant increase of the demand for electricity requires long-term planning of the common European policy. The aim of the article is to analyse the fuel and energy resources situation of the member states with regard to their energy balances and with the determination of their import dependence in relation to fossil fuels, such as: coal, oil and natural gas. Based on the collected statistical data the analysis of clusters was presented in order to separate homogenous subsets, that is groups of the European Union Member States. The squared Euclidean distance has been adopted as the measure of similarities of the member states in the clusters, and the k-means algorithm has been used as the method of grouping. As a result of the analysis seven clusters were selected-groups of homogenous countries in terms of the import dependence due to the major energy resources (oil, natural gas and coal). The results of the paper can constitute bases for shaping the appropriate long-term common energy policy for the listed potential groups of countries. Statistical data were collected based on the Eurostat publication.

The article presents an array of specific issues regarding the employed technology and operational efficiency of mining activities, which could and should become the subject of conducted scientific research. Given the circumstances of strong market competition and increasing requirements concerning environmental conditions, both in terms of conducted mining activities and produced coal quality parameters, it is imperative to develop and implement innovative solutions regarding the employed production technology, the safety of work conducted under the conditions of increasing natural hazards, as well as the mining enterprise management systems that enable its effective functioning. The article content pertains to the last group of issues in the most detailed way, particularly in terms of the possibility for rational conducted operation cost reduction.

The paper presents possibilities of an economic evaluation of hard coal mines, using Cost Benefit Analysis (CBA). Suggested methodology for CBA applied to the economic evaluation of a mine allows to conduct a complex evaluation of mine’s functionality in connection to Polish conditions. Additionally to financial aspects, significant from the point of view of the mine’s owner, the paper includes social and environmental effects as a result of mining activities. Proposed methodology has undergone tests which used averaged data obtained from two selected hard coal mines located in the Upper Silesian Coal Basin. Presented results confirm the validity of social costs and benefits, and environmental losses resulting from mining operation, which were included in analysis comprehensively evaluating the efficiency of hard coal mines.
