One of the main tasks for the state is approximation of the Ukrainian legislation to the EU Member States' legislation in the area of trade and economic relations. For Ukraine, as an independent state, which today faces serious economic problems, the important task is to decide how to take the path of sustainable development of the economy, tax and financial system in the context of the European integration. Ukrainian agriculture and food industry are not sufficiently integrated into the international trading system, as evidenced by the low percentage of exports and imports of agricultural and food products in gross agricultural production. In recent years, in Ukraine, the percentage of exports of agricultural and food products was 16%, compared to 25% in Poland and 53% in France and Germany. Therefore, it is very important for Ukraine to improve the level of competitiveness for domestic products. The article describes the dynamics of agri-food exports and imports into countries, and it has been found a negative trade balance. The commodity structure of exports and imports of Ukrainian agricultural products is discussed. The reasons for the steady growth of imports are substantiated. Measures to improve the trade balance have been proposed.

Tracing Relationship between Cluster’s Performance and Transition to the Circular Economy

Clusters are defined as geographically close groups of organizations that work together to gain a competitive advantage. Clusters’ shared activities involve knowledge sharing, a common pool of resources, innovations, and cooperation. From a more advanced perspective, clusters can work in industrial symbiosis sharing resources, energy, water, and other products. Tendencies of recent research indicate the growing interest in shifting to an efficient use of resources and sustainable development through the circular economy (CE). Clusters can work as enablers of CE to achieve a competitive advantage. The purpose of this study is to trace the relationships between cluster performance and shifting to the CE indicators. Correlation analysis was used as a method to indicate the relationships between pairs of clusters’ performance and shifting to the CE indicators. The limitations of the research refer to the selection of the indicators as both concepts gain insights, although still debatable. The results show that 16 out of 25 cluster performance indicators were identified that have strong or moderate relationships among pairs while shifting to the CE indicators. These indicators are recommended to be included in observation, benchmarking, or evaluation of the clusters’ activities. They can be significant in monitoring the development of shifting to the CE or in combinations with other research areas.

The influence of military-political instability at the state security has special consequences and cannot be ignored. That is why the methods of economic security calculations should be adapted to modern conditions. Significant changes in economic, political, social conditions in Ukraine because of the influence of military events cause the necessity of developing approaches to calculations of economic security level. The article aims at analyzing active methods of calculations of economic security level to adapt their indicators to actual economic circumstances in Ukraine and the world. Indicators of the economic security have been composed of budget, money-credit, foreign exchange, debt, known banking financial market security, banking security. Every component of economic security has factors of war influence, which, as a result, correlates with the integral indicator of economic security. The relevance and indispensability of reinforcement of the economy’s competitiveness on security foundations are substantiated. The authors’ methods of calculation of an integral indicator of economic security have been suggested. A taxonomic indicator is used to measure the level of security. Conclusions regarding the preconditions, capacity, and availability of tendencies of economic security in regions of the country have been made. Strategic priorities of the state policy for reinforcement of economic security have been substantiated.
